About Organisation:
The Gender for Development Uganda (G4DU) program is a first European Union (EU) contribution to the Team Europe Initiative (TEI) on demography and social inclusion and will directly contribute to 4 pillars of the TEI. The TEI is composed of 5 pillars that aim to underpin demographic transition and increase social inclusion and gender equality: (i) sexual and reproductive health and rights (SRHR), (ii) fight against sexual and gender-based violence (SGBV), (iii) education for adolescent girls, (iv) water, sanitation and hygiene (WASH); and (v) social protection.
KfW is the responsible contracting authority for the G4DU program component “EU-financed WASH infrastructure in schools” which is funded by the European Union in the framework of Pillar 4 of the Demography and Social Inclusion TEI and Output 1.1 of the G4DU program (hereinafter referred to as the “Project”). The overall objective of the Project is “Improved and sustainable access to safe and adequate water supply, sanitation and health in Uganda”. The expected results include increased access to safe and adequate water in selected schools and communities, increased access to improved sanitation facilities in schools and communities and improved hygiene practices among school going children.
Key Duties and Responsibilities:
Objectives and scope of Work
As part of the Contribution Agreement concluded between the European Commission and KfW, the European Union (EU) has made available dedicated funds for an external “Local Project Coordinator” (LPC) to be selected and contracted by KfW Office Kampala in order to facilitate the implementation of the Project, including communication and coordination between the key stakeholders, support of a timely monitoring, adequate reporting and evaluation of the Project. In light of its complexity with different implementers of the G4DU Program and substantial regional scope, additional monitoring and support is needed to ensure achievement of the ambitious Project objectives.
The contract with the LPC will be signed with the KfW Office in Kampala.
It has been attempted to outline the LPC’s tasks during execution of the services as precisely as possible. Generally, it is understood that the LPC shall perform all the services necessary to fulfil the objectives of the assignment. The following list of tasks and activities may hence not be considered a complete and exhaustive description of the LPC’s duties. The services shall be performed flexibly and in accordance with KfW’s needs.
Key objectives of the assignment are:
Focal Point for the Project:
- Support the KfW Office Kampala as the focal point for the Project with regard to the implementation, monitoring, supervision, reporting and quality assurance of the activities and deliverables under the Project, in particular:
- Attendance in (regular) meetings with the EU Delegation to Kampala as well as meetings, workshops, working groups, steering committee meetings in relation to the G4DU Program.
- Organization of and participation in trainings and regular field/monitoring missions (where relevant, after consultation with the KfW Office Kampala).
- Preparation, participation and support to the coordination structure of the G4DU Program. For more see further specification see Annex 2 .
- Program management and quality assurance
- Coordination of activities with the PIU, the EU Delegation to Kampala, the Project Management and Implementation Consultant (PMIC), and other relevant stakeholders, especially of the G4DU Program.
- Responsibility of monitoring the implementation of the Project and compliance with EU visibility requirements, preparation of reports to the EU delegation (annual reports and final report), For more information on the reporting requirements see further specification in Annex 1.
- Support to the PIU in areas such as EU visibility activities (communication and visibility), review, commenting on and quality assurance of reports submitted to KfW, support during implementation to ensure compliance with EU/KfW regulations.
- Support the KfW Senior Project Coordinator and the KfW Portfolio Manager with respect to specific ad-hoc related tasks to the Project.
Other tasks, including:
- Analysis of the economic, political and social situation in Uganda and information to the KfW Office Kampala with regard to relevant developments which can have negative and / or positive impact on Project activities;
- addressing any other issues that may arise in conjunction with the implementation of the Project;
- Implementing any additional monitoring tasks upon request by KfW;
- Other EU focal point activities in the KfW Office Kampala vis-à-vis the EU Delegation, as for example liaison / support of other ongoing interventions of the EU Delegation in Uganda, i. e. support in the preparation of reports, field visits, monitoring mission, etc.
- The Local Project Coordinator (LPC) reports to the KfW Office in Kampala and especially to the Senior Project Coordinator and Portfolio Manager in charge for this Project.
Expected Deliverables
- Inception Report: A detailed analysis of the current situation regarding water, sanitation, and hygiene in the target regions, including a stakeholder analysis, planned activities, methodology, and a timeline for the next steps.
- Due Date: Within 4 weeks after contract start.
- Quarterly Reports: in form a brief and concise activity report, including summary of activities conducted, progress towards project objectives, challenges faced, risk mitigation measures taken, and compliance with EU visibility requirements.
- Due Date: 30 days after the end of the quarter.
- brief and concise back-to-office reports after field visits, travelling and crucial meetings, providing a brief overview of the stakeholders met, objectives, conclusions, feedback, suggestions and findings,
- Due date: latest one week after the respective event,
- Final Report: A comprehensive summary of the entire project implementation, including achieved results, challenges encountered, lessons learned, and recommendations for future projects.
- Due Date: 30 days after project completion.
- Any other special reports that may be deemed necessary from time to time, in consultation with KfW
Qualifications, Skills and Experience:
- Academic degree in economics, banking and finance, business administration, project management or a related subject
- A post graduate qualification in project management would be an added advantage.
Details of experience
- At least 5 years of working or advisory experience in project management, preferably in development cooperation projects by international donors, i. e. World Bank, EU, Agence Française de Développement, KfW.
- Experience in the water/sanitation sector would be a plus
Knowledge, skills and competences
- Excellent inter-personal and written/digital communication skills, experienced in teamworking, ability to work autonomously under tight deadlines when necessary.
- Fluency and accuracy in English (written and verbal).
- Proactive and problem-solving skills.
