About Organisation:

Uganda National Oil Company (UNOC) was established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream storage) Act, both of 2013 and incorporated under the Companies’ Act, 2012. It is a limited liability company wholly owned by the Government of Uganda. The overall function of UNOC is to handle the State’s commercial interests in the Oil and Gas industry and ensure that the resource is exploited in a sustainable manner.

Key Duties and Responsibilities:

  • Develop and implement Company-wide Environment initiatives.
  • Assist in the planning, coordinating and implementing of effective Environment policies, guidelines and procedures to ensure that the company’s objectives are met.
  • Provide support to Projects and Operations teams in all aspects of environment.
  • To ensure compliance with conditions of approval for ESIA’s for Projects and implementation of the Company Management of Change process.
  • To develop and manage contactor scopes in relation to environmental studies, permitting and surveys.
  • To coordinate the development, review, submission and implementation of individual EIA’s and project briefs that are required for project activities for instance associated facilities, G&G surveys and others.
  • To cooperate with regulatory bodies to ensure that environmental permits, licenses, authorizations, notifications and consents (PLANC) are obtained in a timely manner.
  • To develop, issue and maintain Environmental and Social Management Plans for all activities and sites.
  • Ensure Environment compliance and perform regular Environment audits in the areas of operation.
  • Assist with developing Environment project specific plans that comply with Company policies and procedures.
  • Assist with developing Environment project specific plans that comply with Company policies and procedures.
  • Advise the company on Environment regulatory requirements and standards and Liaise with Environment Regulatory Bodies on compliance.
  • Attend JV planning meetings on Environment and social related matters.
  • Ensure all worksites are compliant with Company policies, national and international standards.
  • Assist in ad-hoc Environment tasks/projects as required.
  • Investigate and complete the process for close out of all Accident Investigation Reports
  • Track and provide regular environment performance reporting.
  • Provide Environment aspects of Bid Submissions as requested.
  • Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s).

Qualifications, Skills and Experience:




  • Master’s degree (Hons) in Environmental Science, Management or Engineering, or related disciplines from a recognized University.
  • Bachelor’s degree (Hons) in Environmental Science, Management or Engineering, or related disciplines from a recognized University
  • Minimum of eight (8) years relevant experience in Oil & Gas industry, at least four (4) years of which attained at a managerial/supervisory level.
  • Previous experience in oil and gas E&P operations, including social development projects is an added advantage.
  • Skills & Competencies
  • Ability to work with a team and should be available for field work.
  • Analytical writing skills to draft quality briefing notes, research notes and reports.
  • Strong communication, quantitative skills and detailed oriented.
  • Ability to work in a dynamic, evolving, energetic, fast-paced work environment.
  • Ability to work well under pressure, handling multiple demands that may be non-sequential.
  • Thorough knowledge and understanding of Uganda national environmental legislation.
  • Thorough understanding of globally accepted ESIA methods.
  • Good understanding of Company Management Systems and ISO 14001
  • Good understanding of International best practices and standards for example, IFC, IPIECA, BAT.
  • Proven ability to work independently and meet deadlines. k) Strong Project Management skills.
  • Strong report writing and analytical skills m) Environmental Compliance
  • (ESIA) Management. n) QHSSE Management Systems ISO 9001, ISO 14001.
