Job Summary: Reporting to the East Africa Regional Directorate (DRAE), the Kampala office has been experiencing strong growth in recent years. The Energy/Financial System Project Manager will have the following main responsibilities: – Supporting project managers in the preparation and monitoring of projects and in public policy dialogue in the field of energy and non-sovereign public credit lines.
Under the supervision of the Kampala Agency Director, and in support of the Project Team Leaders based at headquarters, the volunteer will participate in the following activities:
- Participation in sector dialogue on the energy sector in Uganda;
- Monitoring, preparation, and execution of energy projects;
- Participation in identifying new sovereign and non-sovereign financing, particularly in the energy sector;
- Monitoring the development and execution of projects in the area of banking intermediation (particularly credit lines specific to the themes of Gender/Youth/Agribusiness);
- Annual monitoring of our partners’ financial risks using risk assessment forms;
Key Duties and Responsibilities:
Project Implementation Monitoring
- Daily monitoring of the progress of projects being implemented by the AFD in the relevant sectors: monitoring of implementation schedules, review of deliverables, participation in steering committees, field visits, environmental and social monitoring
- Representing the AFD at events and thematic meetings, working groups, and conferences on portfolio topics
Disbursement Control and Middle-Office Tasks
- Managing the monitoring of disbursements (forecasts and execution) for the various projects in the portfolio
- Conducting second-level checks on disbursement requests submitted by counterparties
- Participating in the preparation and updating of due diligence files related to the projects
Ensuring the completion of due diligence audits within the framework of projects
- Monitoring the procurement process within the framework of AFD-funded projects
- Supporting project owners in the procurement process (reviewing various tender documents, verifying compliance with AFD procurement guidelines)
- Preparing no-objection opinions in conjunction with the technical project managers at headquarters for each stage of the procurement process
Mission Organization
- Organizing the logistics of regular missions from headquarters (scheduling appointments with partners, managing travel, transportation, etc.)
- Assisting in the development of mission briefing notes and making them available to counterparts
Reporting, dashboards, communication
- Contributing to portfolio quality monitoring by participating in the overall reporting of the agency and the East Africa Regional Directorate
- Completing the various operational dashboards
- Ensuring the flow of information Reporting to agency management (department head and agency director)
Drafting various memos
- Drafting sector-specific or thematic memos on portfolio topics, based on current events and high-level visits
- Drafting letters and various memos
Qualifications, Skills and Experience:
- You hold a Master’s degree (Bac +5 level) from a leading engineering school or university.
Required skills
- You have a university degree or are a graduate of a prestigious institution. Specialization in the energy or infrastructure sector and a strong interest in its challenges are assets, relevant to the assigned project portfolio.
- You have had the opportunity to put these skills into practice through initial international experiences, ideally in a developing country and in the energy sector.
- You are particularly motivated by development issues.
Interpersonal skills
- Possessing excellent interpersonal skills, you enjoy teamwork and have outstanding writing abilities. Analytical and synthesis skills. You are also rigorous, organized, and proactive. You appreciate versatility and have a good ability to adapt to a different cultural context. This position requires significant availability and will allow you to develop your ability to manage priorities as well as your resilience in the face of challenges.
- Languages: Fluency in English, both written and spoken.
