Job Summary: The Officer will provide Coordination of activity implementation throughout the programming processes to facilitate the administration and achievement of results on education and adolescent programmes for refugees and host communities through formal and non-formal pathways. He/she will ensure quality implementation of the Stromme Foundation – Kulika Uganda interventions on education as well as skilling adolescents in Yumbe district.
Key Duties and Responsibilities:
Project Planning, Implementation and Sustainability of the project
- Drafting plans and activities with the Project Manager to support the implementation of the Project
- Conduct identification, selection, verification of the rights’ holders required in the project implementation.
- Ensure that all planned interventions are implemented within the set timelines, within the budget and meet the set standards.
- Work with animators to select and train rights’ holders, supervise and monitor ongoing project activities in the project areas.
- Act as a primary contact person for project field staff.
- Support the establishment of Early Childhood Care and Education centers.
- Prepare work plans for various project components on quarterly basis in a timely manner.
- Ensure that target rights’ holders are actively participating in project activities and there is measurable transformation.
- Supervise and coordinate the work of animators and counsellors in the Project areas and avail required resources/input to facilitate implementation.
Education and Capacity Building to support staff
- Support orientation of Head teachers, School Management Committees and Parent Teacher Association members using the deigned approaches.
- Train animators on their various roles in implementation of the project activities.
- Support in the assessment of learning and training of educators, matrons and patrons
- Support in the identification and training of the peer mentors.
Stakeholders Engagement, Networking and Collaboration
- Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other fora.
- Actively represent Kulika Uganda in the Monthly sector working group meetings in the settlements and other platforms as delegated by Project manager.
- Ensure integration of project with other ongoing Resilience and Livelihood activities in the project areas.
- Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other fora.
- Actively represent Kulika Uganda in field level inter-agency fora.
- Build relationships with key partners, stake holders and government counterparts.
- Work with Project Manager to identify new networks and collaborators in the project area to support project implementation.
- Guide field level advocacy campaigns for beneficiaries as appropriate.
Documentation, monitoring and reporting
- Maintain accurate and updated data of all the rights’ holders and other stakeholders.
- Writes and submits comprehensive monthly progress reports, specific activity reports, and any other reports when necessary to the Project Manager in a timely manner.
- Monthly and quarterly reporting, including realization of activities; (Providing input) narrative project reporting.
- Organize annual, quarterly review meetings for animators to reflect on the project objective and overall progress and create spaces and opportunities for action-learning.
- Take lead in field documentation and sharing of best practices to promote inclusive education and lifelong learning.
- Ensure that all health and safety guidelines are adhered to by field staff.

Qualifications, Skills and Experience:
- Bachelor’s degree in education, Psychology, Counselling and guidance, Special Needs Education, Social work, Development Studies.
- 3-years work experience in implementing government or Reputable Non-Governmental Organisation programs for youth development for school and out of school children, early childhood care and education.
- Fluency in the language of the intervention area
- Good knowledge of government community development programs.
- Basic monitoring and Evaluation skills.
- Experience in working with refugee and host communities
- Strong networking, interpersonal and communication skills
- Willingness to work in rural areas
- Competent in riding with a valid riding permit
