Job Title: Assistant Commissioner – Service Territories and Connections

About Organisation:
The Ministry of Energy and Mineral Development (MEMD) is Uganda’s government body responsible for managing and developing the nation’s energy (electricity, petroleum) and mineral resources for economic growth, focusing on policy, infrastructure (hydro, solar, nuclear), sustainable practices, and exploring oil/gas potential.
Key Duties and Responsibilities: The incumbent will be responsible to the Commissioner, Rural Electrification for performing the following duties:-
- Managing implementation of the Electricity Connections Policy;
- Coordinating development of Guidelines for increasing access to electricity in rural areas;
- Coordinating studies aimed at establishing the need and methods of increasing access to electricity;
- Coordinating implementation of initiatives for increasing electricity access in rural areas;
- Reviewing and approving specifications for required procurements.
- Coordinating technical supervision of intensification, densification and connections implemented by Service Providers so as to ensure compliance with specifications and standards;
- Coordinating, monitoring and evaluating intensification, densification and connections implemented by Service Providers;
- Coordinating compliance with environment and social safeguards during implementation of intensification and densification initiatives;
- Coordinating implementation of Government obligations in the Lease, Operation, Maintenance and Implementation Agreements and monitoring performance of Service Providers;
- Preparing annual budgets, work plans and periodic reports for the Division;
- Undertaking capacity building and performance management of staff in the Division;
- Liaising with stakeholders in implementation of intensification, densification and connection initiatives;
- Any other duties that may be assigned from time to time.
Qualifications, Skills and Experience:
- Applicants should be Ugandans holding an Honours Bachelor’s Degree in Electrical Engineering; or Power Engineering; or Power Systems Engineering plus a Masters Degree in Electrical Engineering; or Power Engineering; or Power Systems Engineering; or Renewable Energy; or Power Economics and Management from a recognized University /Institution. Applicants should be registered with the Engineers’ Registration Board (ERB)
Working Experience
- Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at the level of Principal Energy Officer or equivalent level of relevant experience from a reputable organization.
