The WatSSUP project is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
The EU/ BMZ joint measure under the GIZ Water Supply and Sanitation for refugee settlements and host communities in Northern Uganda (WatSSUP) project is part of the EU Action “Water Supply and Self-Reliance for Refugees (WASER)” co-financed by the European Union (EU). The main outcome of this component is to ensure national efforts by key state and non-state actors in Uganda to adopt knowledge-based, integrated policies on transition, service integration, and self-reliance are supported at national and sub-national levels. The component compliments the livelihood component and infrastructure component of the WASER Action (lead by AVSI/World Vision and KfW respectively).
The project is part of the BMZ special initiative “Displaced Persons and Host Countries”. Key political partner is the Ministry of Water and Environment (MWE), together with implementing partners of its decentralized agencies, including water utilities such as Northern Umbrella of Water and Sanitation (NUWS) and National Water and Sewerage Corporation (NWSC). The geographical implementation area is in the refugee hosting districts Yumbe, Madi Okollo and Terego with a focus on thirteen refugee-hosting sub counties and the three refugee settlements (Imvepi, Rhino and Bidibidi). Additionally, limited activities are implemented in Kiryandongo District and settlement. The WatSSUP Offices are in Arua, Lira and Kampala.
Within the context of CRRF-implementation (Comprehensive Refugee Response Framework), the objective of the WatSSUP project is to support the Government of Uganda, through the Ministry of Water and Environment, in establishing utility led service delivery for water supply and sanitation in selected refugee settlements and host communities in line with the Water and Environment Sector Refugee Response Plan (WESRRP) and international refugee strategies. The aim of the project is to ensure sustainable water and sanitation services in selected refugee settlements and host communities through supporting the transition from humanitarian-led water supply to government-owned utilities (Utility Model).
Job Summary: GIZ WatSSUP is recruiting an Advisor to support the implementation of its programme.
Key Duties and Responsibilities: The Advisor will ensure;
- Advisory services and capacity building to the NUWS on water supply, sanitation, hygiene promotion and sustainable transition of services in refugee and host communities.
- Provide advisory support and capacity development to the Upper Nile Water Management Zone on water resources management for system transition.
- Support the development of water source protection plans and the implementation of measures based on those plans.
- Coordinate and provide technical guidance for Cash-for-Work (CfW) activities carried out by NGOs and/or in conjunction with other partners under grant agreements, ensuring effective community engagement and adherence to project standard.
- Support community engagement and social mobilization for water saving techniques, willingness to pay, introduction of water tariffs conducted by NUWS.
- Support Cash-for-work approaches, in conjunct.
- Contribute to the review, design and implementation of the Monitoring and Evaluation of the project.
- Lead results-based monitoring and evaluation to ensure high-quality data, track project performance, and assess the impact of interventions.
Specific Tasks
- Technical advisory (70%)
- Advise the local units of the MWE (especially Northern Umbrella for Water and Sanitation (NUWS), and Upper Nile Water Management Zone (UNWMZ).
- Advises the NUWS on the transfer of water supply systems from humanitarian actors/UNHCR to the umbrella authority (Utility Model).
- Advise districts on integrated planning for transition of water supply systems in liaison with output 5.
- Support the development, adaptation and dissemination of tools, guidelines related to transition of water services.
- Conduct capacity needs assessment at various district structures and community groups.
- Lead social mobilization and behavior change activities promoting community participation in transition, including CfW, willingness-to-pay and tariff sensitization.
- Monitoring and Evaluation (30%)
- Develop a comprehensive M&E framework and design user-friendly reporting templates that make project progress and impact easy to capture, analyse, and communicate.
- Ensure accurate and timely reporting against GIZ standard indicators and Special Initiative indicators, consolidating results to demonstrate project progress and impact.
- Contribute to the review and design of the project monitoring and evaluation framework
- Collect, analyses and report data on progress, outcomes and learning to inform project decisions
- Support in documentation for donor reporting, best practices and case studies etc.
- Support MWE regional structures (NUWS) on M&E systems
- Develop Terms of References for assignments and conducts evaluations for tender processes in relation to Output 2 and as requested by the Head of Programme.
- Develop presentations, briefs, and documentation on project progress and impact.
- Support the Communication Advisor in the creation of IEC materials
- Responsible for knowledge management and data management for all output 5 -related documents and information.
Other Duties/Additional Tasks
- Develop and document the lessons learnt from the project activities and makes suggestions for publications on IDA and/or social media.
- Regular knowledge management and documentation of information, results, and reports on MS Teams.
- Ensure good coordination with project administrative/finance/communication support teams.
- Cooperation with other projects in the refugee and water sector as well as in the region and GIZ-wide (globally)
- Any other responsibilities as assigned by Management.
Qualifications, Skills and Experience:
- Bachelor’s Degree in Civil Engineering, Water resources Engineering or water related field.
Details of experience
- 5 years of relevant professional experience working closely with regional structures of the Ministry of Water and Environment (MWE) and with district local governments in Uganda.
- Strong technical expertise in modelling, including water resources modelling, hydraulic infrastructure analysis, and economic modelling related to water systems.
- Proven experience in process facilitation and capacity development within the field of water resources management, supporting institutional strengthening at multiple levels.
- Extensive experience in community engagement and social mobilisation, including implementation of Cash-for-Work (CfW) approaches and the inclusion of vulnerable groups (women, youth, persons with disabilities, and refugees), alongside gender-responsive and socially inclusive WASH programming grounded in safeguarding and do-no-harm principles.
- Substantive experience in donor-funded, humanitarian–development nexus programmes, including coordination of grant recipients, robust M&E reporting for donors such as BMZ, AFD, ADA, and ECHO, and in-depth
Knowledge, skills and competences
- Certification in data science–related components, combined with strong analytical and organisational skills, high self-motivation, and effective collaboration in multicultural and interdisciplinary teams.
- Strong technical competence in both field and office settings, covering engineering-related tasks as well as data processing and reporting.
- Proven expertise in capacity development, with a solid track record of working with and advising governments and other agencies in international development contexts.
- Ability to perform effectively under pressure and to operate with minimal supervision in complex environments involving diverse stakeholders.
- Excellent IT, communication, presentation, and report-writing skills, with full professional proficiency in English; experience in West Nile refugee settlements (Bidibidi, Rhino, Imvepi) and host districts is considered an asset.
