About Organisation:

Makerere University Joint AIDS Program (MJAP) emerged from the Mulago – Mbarara Teaching Hospitals Joint AIDS Program (MJAP) which was established in November 2004 under the then Makerere University Faculty of Medicine. Over the last 20 years, we have broadened our work beyond the support of provision of comprehensive HIV and TB services to include capacity strengthening for health care workers across Uganda and conduct research to inform policies for HIV/TB and other HIV comorbidities in the country.

 

Job Summary: The Supply Chain Officer will provide technical support to strengthen pharmaceutical and health commodity logistics systems in supported districts and health facilities. He/she will ensure effective inventory management, timely and accurate reporting, quantification, forecasting, and ordering of HIV, TB, RMNCH, and other essential medicines and supplies.

The officer will work closely with district health teams, facility staff, and the National Medical Stores (NMS)/Joint Medical Store (JMS) to ensure continuous availability of quality-assured commodities and adherence to national supply chain management standards.

Key Duties and Responsibilities:

  • Work collaboratively with DHMTs, Facilities and Communities to
  • Strengthen logistics and inventory management systems to reduce stock-outs, overstocking, and expiries of health commodities.
  • Support health facilities in accurate and timely completion of LMIS tools (bin cards, stock cards, order forms, and dispensing logs).
  • Conduct routine facility stock status reviews, physical counts, and pipeline monitoring to ensure uninterrupted commodity availability.
  • Support implementation and utilization of electronic LMIS (eLMIS) and promote real-time reporting and data accuracy.
  • Facilitate redistribution of commodities between facilities to address shortages and avoid expiries.
  • Support facilities and districts to generate accurate quantification and forecasts for HIV, TB, RMNCH, and laboratory commodities.
  • Provide timely feedback to facilities on order status, delivery schedules, and any supply chain bottlenecks.
  • Build the capacity of district and facility staff in logistics management, including forecasting, ordering, inventory control, and reporting.
  • Mentor facility store managers, pharmacists, and ART focal persons on rational use and accountability for health commodities.
  • Participate in district and regional supply planning and coordination meetings with MoH, NMS, and implementing partners.
  • Support districts to establish and maintain functional Medicines Management Supervisory Committees (MMSCs).
  • Facilitate learning and sharing of best practices through regional mentorships, QI initiatives, and peer exchange visits.
  • Support HMIS 105-6b reporting, data quality assessments (DQAs) and ensure that facility LMIS data aligns with DHIS2 and program data.
  • Participate in district and regional coordination meetings to harmonize commodity management and reporting processes.

Qualifications, Skills and Experience:




  • Bachelor’s degree in pharmacy, Pharmaceutical Supply Chain Management, Logistics and Procurement, or related field.
  • Minimum of 5 years of progressive experience in supply chain management, logistics, or health commodity systems, preferably in a PEPFAR-funded program.
  • Demonstrated experience working with MoH, NMS, JMS, and district-level supply chain structures.
  • Strong technical knowledge of national LMIS/eLMIS systems, quantification, forecasting, and inventory control.
  • Proficiency in Microsoft Excel and data visualization for supply chain reporting.
  • Excellent communication, mentoring, and coordination skills.
  • Ability to travel extensively within supported districts.
