Job Summary: This job is found at Field Office and reports to the Head of Field Office, with technical supervision from the Programme Policy Officer (Livelihoods and AMS) based at the Area Office. The job holder is expected to coordinate and provide technical oversight in the implementation of Livelihood, Agriculture and Market Support programs within the area of operation, ensure provision of effective coordination with the partners, stakeholders for holistic and robust of policy and programme activities delivery that effectively facilitate strengthening food systems, promote increased value chain engagement for beneficiaries geared towards ensuring creation of resilience and self-reliance.
To provide effective specialized and technical support and analysis to policy and programme activity implementation that effectively meet food systems goals.
Key Duties and Responsibilities:
Program Operations Management
- Provide overall technical guidance, management, and oversight to the cooperating partners during the implementation of Livelihoods and AMS interventions within the operational area.
- Ensure efficient and effective resource utilization of programme resources in the office and by Cooperating Partners (CPs) through monitoring pre-committed funds, expenditures vis-à-vis costed annual operational plans.
- Coordinate with the Area Office and Kampala to select, monitor, build capacity and assess the performance of CPs.
- Evaluate the performance of partners engaged in delivery of WFP programmes including utilization of resources, achievement of planned targets and Key Performance Indicators.
- Support the implementation and linkages to WFPs policy on local and regional food procurement (LRFPP) towards contributing to building resilient food systems.
- Ensure Smallholder Farmers (SHFs), Small and Medium Enterprises (SMEs), and Farmer Organizations participate, contribute, and benefit from economic opportunities in improved agri-food market systems.
- Plan and coordinate quarterly joint stakeholder program activity monitoring and feedback sessions.
- Coordinate market facilitation activities at the Field Office in liaison with supply chain
- Undertake farmer organization, MSE, farmer group engagement and sensitization on Livelihood and AMS programming including on targeting, farmer selection criteria, robust enterprise selection, development and diversification, post-harvest management strengthening, job creation for the youth and increase market linkage access among others.
- Support implementation of initiatives to strengthen programmatic SOP use and transition into graduation off programme for groups, MSEs and farmer organizations.
Strategic Partnership and Liaison Management
- Manage Field Level Agreements (FLAs) for the cooperating partners ensuring that the set targets are achieved.
- Review partner financial and narrative reports to ensure cooperating partner invoices are aligned to implemented activities and payment are on time.
- Conduct review meetings with partners and stakeholders to track progress of implementation, identify gaps, develop and track implementation of improvement plans for programme implementation.
- Support the cooperating partner during the beneficiary selection, profiling exercises and ensure that the right beneficiaries are identified as per the selection criteria.
- Guide the office and cooperating partner to ensure appropriate linkages are established with key stakeholders for farmers to access services such as agricultural inputs, off-taking markets, access to credit, post-harvest management equipment, agriculture insurance and extension services among others.
- Establish strategic partnerships with the district local government, OPM, UN agencies, other development partners and build synergies with private sector partners to facilitate sustainable programme implementation.
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, identify potential risks, develop and track implementation of mitigation plans.
- Support cooperating partner to identify and promote new tools, methods, and solutions to mitigate production and post-harvest losses to enhance food quality and increase production yields among farming communities and food processing agribusinesses.
- Conduct mid-term and end of year partner evaluation based on the partners implementation.
Reporting, Data Analysis and Learning
- Work with the Area Office Monitoring and Evaluation Officer to support the cooperating partner on programme implementation tracking, data collection, entry, analysis and reporting using the WFP database to inform programming.
- Collaborate with the communications unit to support the documentation of program achievements and lessons learnt.
- Ensure all data related to farmer institutional development is collected, entered to corporate databases, and analyzed for decision making.
- Undertake field visits as required to assess the Food System activity implementation processes, facilitation, and technical soundness of programme operations, generate data for evidence-based decisions and produce actionable report.
- Receive, review, consolidate and submit weekly, monthly, and quarterly progress reports highlighting progress of the program implementation.
Coordination, Collaboration and Representation
- Focal point for operational inquiries within the field vis-a-vis Area or Country office and partners.
- Support donor mission visits and field technical backstopping organized by Area Office and Country Office team.
- Ensure integrated programming internally with WFP programs such as Social Protection, Nutrition, Cash Based Transfer (CBT) and externally with other partners’ programs.
- Represent WFP in different coordination forums, meetings at district, regional and national levels.
- Support the management of partnerships on climate change adaptation and resilience building, liaising closely with District Local Government (DLG) counterparts, cooperating partners, private sector partners, financial service providers, and other stakeholders.
Resource Mobilization and Programming
- Participate and provide technical expertise in proposal and concept developments and reviews.
- Collaborate with the finance team in financial data tracking and analysis for budgeting, monitoring, reporting and grant audit to meet program objectives and stakeholders or donor requirements.
- Provide support and technical expertise for the planning, formulation, and implementation of moderately complex programmes to strengthen government and community ownership for increased effectiveness of sustainable food security and nutrition programmes at district, national and sub-national levels.
- Strengthen capacity of smallholder farmer institutions (groups, Farmer Organizations) and MSEs to venture into viable agribusinesses for increased aggregation and market access opportunities as pathways for creating employment for youth and women.
Promoting Resilience and Self-Reliance among Refugees and Host Communities
- Build capacity and provide technical assistance in the design and implementation of resilience livelihoods interventions for cooperating partners and stakeholder within area of operation
- Support the development of sustainable income generating activities (agricultural and non-agricultural) for beneficiaries by the cooperating partners in line with WFP Resilience Strategy.
- Contribute to the development of detailed programme designs, implementation and monitoring plan, M&E matrix and a program adaptation strategy to the changing context as needed.
- Provide advice and oversight support to mainstreaming resilience programming into livelihoods and AMS ensuring alignment with wider programme policies and guidance.
- Oversee provision of sufficient livelihoods productive assets, cash grants to support self- reliant economic project enterprises for the target beneficiaries and groups.
- Develop and maintain an active or up-to-date database for relevant market actors and private sector partners to support programme implementation and sustainability as applicable and relevant to WFP interventions in Uganda.
- Coordinate and oversee the implementation of livelihoods, resilience, and climate change activities within the strategic framework of WFP.
- Participate in developing strategies for transitioning from relief into recovery, through strategic livelihoods and resilience programme design, implementation, tracking and knowledge management
Qualifications, Skills and Experience:
- University Degree in Agriculture, Agricultural Economic, Agribusiness, Rural Development, Food Science and Technology or other field relevant to International Development attained from a recognized institution.
Experience:
- At least four years of work experience in implementing humanitarian and development livelihood programming from a reputable institution.
Knowledge & Skills:
- Provide leadership, technical oversight, guidance and supervision in Agriculture, Market Development & Economic Inclusion, Graduation Approach, Food security and nutrition, Livelihood development, Resilience and climate change, Digitalization and General Food and Cash Assistance, while demonstrating good understanding in building resilience and sustainable livelihoods for vulnerable households and proven working expertise in enhancement of youth and women employability and increase of incomes. Solid experience in designing and implementing multi-faceted food systems and livelihoods programmes.
Languages:
- Fluency in oral and written English, including strong analytical writing skills
