Key Duties and Responsibilities: The position holder is responsible for:
- Comprehensively include national content in assigned procurements in line with the regulations, TotalEnergies EP Uganda (Company) & Project strategy, as well as Company & Project national content program.
- Propose specific national content objectives in assigned procurements and approve national content methods (instructions, templates etc.) and requirements in procurements (pre-qualifications, calls for tenders, contracts etc.).
- Clarify, explain, and advise bidders for preparation and improvement of national content proposals (plans & commitments) in line with regulatory requirements, Company & Project strategy, as well as Company & Project national content program.
- Comprehensively review and evaluate national content proposals, prepare, and present reports as required. Validate contractors’ national content proposals at contract award stage, ensure comprehensiveness and appropriateness for national content performance, monitoring and reporting during execution. Ensure inclusion of updated and approved national content requirements in final contracts (national content exhibit, approved proposals etc.).
- Coordinate between the NC team, Company & Project teams as well as Company & Project contractors during execution of contract activities. Communicate national content requirements, provide support and ensure performance, compliance, and reporting (e.g., through meetings, engagements, site visits etc.)
- Keep up to date with and monitor contractors’ activities, ensuring incorporation of national content requirements and regulatory compliance.
- Review contractors updated and annual national content requirements and working level submissions (e.g., queries, bidder lists, bid evaluation reports, annual local supply chain schedule, annual plans for technology transfer & capacity building etc.). Advise regarding adequacy or improvement and recommend for approval.
- Ensure national content is cascaded down the supply chain by contractors through follow up and advising on execution activities and, as necessary, propose methods to support and enhance national content within the supply chain (such as guidance notes, tools, templates etc.).
- Ensure timely and accurate submission of national content reports by contractors. Review, advise on improvements, validate, and ensure submission of accurate reports to the NC methods & reporting officers.
- Assist in the design and implementation of internal (Company & Project) and external (contractors) national content work program activities (e.g., workshops, capacity building initiatives, technology transfer programs etc.).
- Monitor and report on execution of internal (Company & Project) and external (contractors) national content work program activities (e.g., workshops, capacity building initiatives, technology transfer programs etc.).
- Liaise with, advise, and support internal and external stakeholders on national content related aspects.
- Create, present, and submit approved reports and presentations for internal and external communication, coordination and reporting of national content information.
- Support in other national content aspects e.g., during internal and external audits, improvements to methods (e.g., instructions, templates, processes, tools etc.) etc.
- Maintain comprehensive and accurate records of respective national content information on the shared drive (W) or as required.
- Other tasks as assigned..
- Prepare the daily, weekly report in his discipline.
- Prepare the final documentation in his discipline.
- Organize efficient communication with his back-to-back replacement.
Qualifications, Skills and Experience:
- Qualification: Bachelor’s degree in Engineering, Sciences, humanities or equivalent
Experience:
- Minimum 6 – 8 years of relevant professional experience
- Demonstrated experience in project management
- Demonstrated experience in contract management
- Good knowledge and understanding of procurement and contracting (especially in oil & gas)
- Good knowledge & understanding of Uganda oil & gas activities and national content related laws, regulations and policies
- Innovative and able to work both individually and in a team
- Good relationship management skills
- Good research and report writing
- Good analytical mindset and skills
- Good public speaking and presentation skills
- Excellent interpersonal and written & oral communication skills
- Good negotiation and administrative skills.
- Good computer skills, including advanced proficiency in Word, Excel and PowerPoint
