Job Title: Monitoring Evaluation Accountability and Learning Officer

Key Duties and Responsibilities:
Project Monitoring and Evaluation
- Develop and Administer performance-monitoring tools to track project indicators in line with the project implementation plan: Orient staff on the data collection tools.
- Support routine and periodic collection and analysis of data, providing both descriptive and inferential statistics that confirms status of project activities in the response based on log frames and M&E frameworks as well as qualitative analysis.
- Consolidate reports, or data at outcome and output level and share with the respective coordinators and managers on monthly, quarterly, mid-year and annually as per M&E Plan; implement program monitoring and evaluation recommendations.
- Take lead in quarterly project data quality assessments as well as any consortium led assessments to check the quality of data and draw corrective actions for the team to implement.
- Design and implement program assessments/evaluation, operation research or special studies to improve programming within the project in line with consortium program implementation plan and donor regulations.
Project Learning and Knowledge management
- Develop or administer knowledge management databases, principles, procedures and standards to institute effective knowledge management systems. This includes effective use of ITTs, automated databases, GIS technology, ODK and utilization of WV partnership knowledge management systems e.g. HORIZON.
- Lead the design and implementation of a unified repository for all consortium data. This will include developing databases and secure online storage platforms accessible to all project staff in real-time, ensuring timely and efficient access to project-related information.
- Oversee the documentation of impactful project stories and collaborate with the communications team to produce multimedia content such as photography, videography, and social media posts to promote the project’s work and achievements to a broader audience.
- Represent the project and World Vision in the M&E and accountability working groups and share learnings and innovations from the project to support advocacy and foster peer learning.
- Champion adaptive management by leading the development and execution of the project’s learning agenda, ensuring a culture of continuous learning through regular reflection and learning sessions.
Humanitarian Accountability/Accountability to Project Beneficiaries
- Ensure that project participants are given full package of information about the intervention, including the selection criteria, project duration and service packages to help them make informed decisions.
- Support to ensure that a start-up workshop is conducted and stakeholders are sensitized on the project design and implementation at the start of the project
- Consult beneficiaries from time to time on their preferences during implementation through surveys, assessments, meetings, toll free line and other available channels and ensure meaningful participation and involvement of project participants.
- Set up a complaint, feedback and referral mechanisms to easily collect and respond to participants’ issues related to the implementation.
- Develop a project complaints database and real time dashboard to aid the utilisation of feedback and complaints received.
- Participate in community meetings, engage with community leaders and beneficiaries during routine monitoring visits
- Conduct Joint quarterly technical support visits at district level in collaboration with district Education Focal persons
Capacity Building
- Provide M&E support to project staff, field staff, beneficiaries and other stakeholders on monitoring and evaluation according to World Vision Uganda evaluation strategy and donor requirements.
- Develop capacity of project staff to utilize existing MEAL tools for proper tracking and reporting in line with the donor guidelines including coaching and mentoring for project staff, partners and other stakeholders on Design, monitoring, evaluation & research.
Other Tasks
- Support any other MEAL related tasks assigned by the MEAL Specialist.
Qualifications, Skills and Experience:
- University degree in a statistics, quantitative economics, development studies, demography, biostatistics or a related field is required.
- A Post graduate Diploma in Monitoring and Evaluation will be an added advantage.
- Minimum of 3 (three) years of work experience managing data intensive programs in designing, monitoring, and evaluation methodologies is highly desirable. Knowledge of statistical data analysis packages e.g. SPSS, Epi-info, Nvivo, and electronic data capturing tools like ODK, Kobo Collect and Comm care etc.
- Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable. Should have relevant field experience in development, monitoring and evaluation of community-based projects especially in a refugee context.
- Knowledge of M&E issues with respect to service delivery and support related to food security and nutrition.
- Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use is desirable.
- This position requires a person who is self-starter, who can accomplish the task with minimal or no supervision. He/she should be able to manage a team of staff as well as cooperate with other units. He/she must be keen on details and well organized individual.
- Report writing, research, monitoring and evaluation.
- Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive.
- Strong leadership, organizational and analytical skills, and ability to work under pressure.
- Excellent verbal and written skills in English.
- Excellent computer skills, particularly with Microsoft Excel, spreadsheets.
