Job Summary: ZOA Uganda is looking for a MEAL Coordinator to support the AGRIP Project.

Your challenge

The MEAL Coordinator is responsible to deliver all Monitoring, Evaluation, Accountability and Learning activities related to the delivery of activities by ZOA for capacity development on customary land registration processes, at district and sub county level.

The MEAL Coordinator will liaise closely with project partners and other MEAL colleagues within ZOA, ensuring alignment with the overall project MEAL framework, as led by Cordaid.

Key Duties and Responsibilities:

Daily MEAL implementation

  • The MEAL Coordinator works with the team leader and the MEAL focal points in the respective partner organisations to create and operate a functional monitoring and evaluation system that gathers performance data at output, outcome and impact level based on objectives and indicators contained in the RBF project MEAL framework.
  • Leads and facilitates local analysis and interpretation of MEAL information as an input to regular narrative reports covering progress of the CD programme. (Project Officers are responsible for record keeping and submitting MEAL data into the p3roject database, the MEAL Coordinator will support and guide)
  • Ability to operate Q-GIS software to provide graphical explanation of project reach on key performance indicators.
  • Ensure timely and consistent availability of project results data and adherence to; ZOA MEAL framework, data protection policy and data governance principles.
  • Promote the utilization of the collected data at country level for adjustments in planning and implementation (adaptive programming).
  • Attend regular MEAL coordination meetings with the project lead and partners (Cordaid and GLTN) to
    • ensure correct analysis and interpretation of MEAL information;
    • discuss MEAL related issues;
    • exchange MEAL expertise and experiences between the partners.
  • Perform other duties assigned by the team leader regarding MEAL
  • Support implementation of the land rights capacity assessment, coordinating activities and finalising the report with support from the PGM, Manager Program Quality and Land Rights Advisor.
  • Design tools to support pre and post training assessments in support of the capacity development initiatives
  • Ensure project staff and stakeholders are trained on tools, data to be collected, best practices, data quality and proper documentation management
  • Support reporting requirements internally and for the donor
  • Conduct data quality checks regularly
  • Regularly update the project database and project data to inform adaptive management and troubleshooting from within the project team
  • Present available data in visually appealing ways for internal and external use
  • Lead field data collection exercises and data management, including: – Recruitment and training of data collectors – Carry out and supervise data collection (Focus group discussions, post-distribution monitoring, surveys, observations etc.) and data entry.
  • ensure correct analysis and interpretation of MEAL information;
  • discuss MEAL related issues;
  • exchange MEAL expertise and experiences between the partners.

Accountability to project participants and communities

  • The MEAL Coordinator oversees ZOA’s commitments to the Core Humanitarian Standard (CHS) In line with this project, ensuring the that the Feedback and Complaints mechanism (FCM) either operated by ZOA or project partners / lead is fit for purpose, and that complaints and feedback are being monitored and followed up appropriately
  • Sensitise all stakeholders (beneficiaries, service providers, partners, government and other) on feedback and complaint mechanisms implemented by ZOA Uganda
  • Upon receipt of a complaint or feedback, ensure that it is correctly documented following correct reporting procedures
  • Understand ZOA’s code of conduct and safeguarding policies, ensure adherence to these policies and that project activities are implemented with a “Do No Harm” approach

Project Visibility

  • Ensure visibility materials (pop ups, team clothing, project sheets, flyers, leaflets) to be used for meetings, contact with communities, donors, and partners are produced to high quality

Qualifications, Skills and Experience:




Identity

Knowledge & Experience:

  • Graduate degree in a relevant discipline (e.g., statistics, information technology and systems, economics, sociology, Development Studies and population studies, etc.)
  • At least three years’ experience in:
    • Participatory assessment and monitoring
    • (Computerized) data processing and analysis, e.g. Statistical Package for Social Scientists (SPSS), Stata v15.1
    • MEAL design and implementation
    • Experience working with visualisation tools (e.g. Power Bi, Q-GIS) would be an asset
  • Good understanding of the Uganda context; experience in programmes related to land rights and/or capacity development is a plus.
  • Participatory assessment and monitoring
  • (Computerized) data processing and analysis, e.g. Statistical Package for Social Scientists (SPSS), Stata v15.1
  • MEAL design and implementation
  • Experience working with visualisation tools (e.g. Power Bi, Q-GIS) would be an asset

Skills:

  • Excellent communication skills and writing ability;
  • Innovative, creative and enthusiastic;
  • Result oriented and possession of learning power.
  • Good computer skills: Ms Excel, Word and Powerpoint.
  • Self-motivator, able to take initiatives with limited supervision;
  • Ability to drive a motorcycle with valid driving/riding license is an advantage.
  • Excellent spoken and written command of English.
  • Language skills in relevant local languages of the regions where implementation will take place is a plus.
