Makerere University Joint AIDS Program (MJAP) emerged from the Mulago – Mbarara Teaching Hospitals Joint AIDS Program (MJAP) which was established in November 2004 under the then Makerere University Faculty of Medicine. Over the last 20 years, we have broadened our work beyond the support of provision of comprehensive HIV and TB services to include capacity strengthening for health care workers across Uganda and conduct research to inform policies for HIV/TB and other HIV comorbidities in the country.
Job Summary: The Electronic Medical Records (EMR) Assistant will support the strengthening, digitalization, electronic data management, and use of health information systems across MJAP-supported districts and health facilities in the East Central region of Uganda. The Assistant will provide technical support in data collection, reporting, UgandaEMR and EAFYA expansion, electronic data quality assurance, capacity building of district and facility teams, and promoting data use for decision-making in line with MoH, PEPFAR, and MJAP M&E and reporting requirements. He/she will ensure high-quality, timely, and complete health data to support integrated HIV/TB, MNCH, malaria, and epidemic preparedness interventions across 213 supported facilities for the project with six objectives.
Key Duties and Responsibilities:
Support to Digital Health Systems (UgandaEMR, EAFYA, eLMIS, GeneXpert, ALIS, ECBSS, DIS2, PIRS)
- Provide technical support for installation, configuration, maintenance, and troubleshooting of digital health systems, including UgandaEMR, ClinicMaster, EAFYA, eLMIS, RASS, ALIS, LIMS, and POC EMR platforms.
- Support expansion of EAFYA to high-volume ART sites and Primary Health Care (PHC) units in line with project and MOH digitalization agenda.
- Conduct facility assessments to determine readiness for digitalization.
- Support routine data synchronization, system updates, user access controls, and backups.
- Work with district biostatisticians to ensure EMR-to-DHIS2 alignment and accurate reporting.
- Support and guide health facility team to conduct community e-reporting through the utilization of ODK tools, Geospatial Information Systems (GIS) and/or KOBO tools Support eCHIS in pilot districts.
Data Management & Reporting
- Support 213 health facilities to accurately record events in MoH-approved HMIS tools.
- Guide health facilities on the implementation of the revised 2024 HMIS tools.
- Ensure timely reporting of weekly, monthly, quarterly, and annual submissions.
- Assist in triangulating EMR, HMIS, and PEPFAR based program data.
- Generate data analytics for performance monitoring.
- Support commodity reporting via NMS+CSSP, eLMIS, RASS.
- Work with the Knowledge and Communication specialist to generate district-based fact sheets and curation of annual reports.
- Capacity Building & Mentorship: Train facility staff on HMIS, digital platforms, data cleaning, and surveillance reporting and support districts on data protection and cybersecurity.
- System Security, Storage & Documentation: Ensure proper storage of paper and electronic data, enforce data access controls and backups, maintain registry systems and inventories and troubleshoot hardware/software issues.
Qualifications, Skills and Experience:
- Bachelor’s degree in IT, Computer Science, Information Systems and Technology, Health Informatics, Software Engineering or related field.
- Additional training in HMIS, UgandaEMR, and data science is an advantage.
- Minimum 3 years in health information systems under MoH and PEPFAR supported programs.
- Experience with UgandaEMR systems, DHIS2, GeneXpert connectivity, EID/VL and Point of Care (PoC)
- systems.
- Experience in DQA, data analysis, dashboard development and community data collection.
- Technical Skills: SQL, database management, EMR troubleshooting, MS Excel, Power BI, Networking and ICT literacy and Knowledge of MoH SI guidelines.
- Strong analytical and communication skills, Ability to mentor staff, Integrity, attention to detail, Ability to work under pressure and Willingness to travel to support health facilities
