Job Summary: This consultancy aims to provide UNICEF Uganda Country Office with programme management expertise to co-facilitate the implementation of the project alongside technical inputs from the technical lead. Specifically, the Programme Manager will be responsible for:

  • Ensure alignment with UNICEF’s and the donors’ programmatic goals and compliance with UNICEF’s and the donor’s requirements.
  • Agile programme implementation ensuring a robust partnerships strategy and related risk management strategy is in place.
  • Identify risks across programmatic implementation (internal and external), implementing mitigation strategies to address challenges and ensure compliance with UNICEF standards.
  • Develop and manage a programme implementation workplan ensuring activities are conducted on time and within budget.
  • Provide oversight, quality assurance and technical support on the management of strategic implementing partnerships and application of the respective operational policies and procedures, including the selection and due diligence on potential partners. Lead the development of programme cooperation agreements and program documents.
  • Robust financial management providing the programme team detail financial analysis on grant spending against budget.
  • Support the development and successful submission of narrative and financial reports in alignment with grant requirements.
  • Support the documentation of key lessons learnt through programme implementation to be shared with communities of practice (COP) across the other implementation countries.
  • Support the development of project communications activities per the agreed communication plan.
  • Provide operational support as needed facilitating programme team to undertake necessary onsite activities
  • Support donor field mission preparation and execution

Justification

The Community Health Workforce Development Programme is a multi-million-dollar, multi-year flagship programme that seeks to transform the lives of CHWs across 13 countries including Uganda. The Uganda Country Office requires a consultant with a substantial track record in programme/grant management, experienced in delivering activities in complex environments to facilitate and showcase Uganda as an exemplary country for potential future programme expansion with the donor.

Objectives

The consultancy will contribute to two main objectives:

Timely implementation of project deliverables based on an agreed programme implementation plan

Robust financial tracking and analysis of grant ensuring minimal variance of budget vs. actuals

Key Duties and Responsibilities:

  • Inception Report and Monthly Report
  • Development of an inception report with key programme management interventions including the following:
  • Costed Programme implementation workplan
  • Monthly Risk Register template, identified risk with key risk mitigation measures
  • Agreed ways of working and communication with the key programme team members
  • Narrative report highlighting key actions undertaken to support the management of the programme. To include:
  • Key meetings held
  • Travel report/field trip report (where applicable)
  • Communication materials (where applicable)
  • Updated risk register
  • Monthly Reports (2-10)
  • Narrative report highlighting key actions undertaken to support the management of the programme. To include:
  • Key meetings held
  • Travel report/field trip report (where applicable)
  • Communication materials (where applicable)
  • Updated risk register
  • Updated costed programme implementation workplan
  • Monthly Report (11) and Final Report
  • Narrative report highlighting key actions undertaken to support the management of the programme. To include:
  • Key meetings held
  • Travel report/field trip report (where applicable)
  • Communication materials (where applicable)
  • Updated risk register
  • Updated costed programme implementation workplan
  • Submission of a final report including the following:
  • Key lessons on programme management approach and suggested improvements for agile management of grants
  • All documents, trackers, communications materials developed

Qualifications, Skills and Experience:




To qualify as an advocate for every child you will have…

  • Education, technical background and experience
  • An advanced university degree (master’s or higher) in social sciences, or other relevant subject. Preferred: Professional certification in programme management e.g., PRINCE2, PgMP, PMP.
  • A minimum of 5-8 years of progressively responsible professional experience, in programme management and/or grant management.
  • Proven experience managing large grants (+$1M annual budget).
  • Strong leadership skills with the ability to manage complex project implementation across multiple locations.
  • Experience in contracting and managing multiple implementing partners including all aspects of their acquisition e.g., procurement, evaluation, due diligence and contracting.
  • Demonstrated expertise in developing high quality technical documents including narrative and financial reports, ad-hoc programme reports, and communication materials.
  • Proven ability to produce high-quality technical documents, including reports, funding proposals, and publications.
  • Experience working in developing countries and/or familiarity with emergency settings is considered an asset.
  • Fluency in English is required; knowledge of another local is an asset.
  • Desirable:
  • Experience with managing community health worker programmes
  • Experience with entrepreneurship/skilling programmes for youth
  • Experience with UN agencies is desirable
  • Experience with private sector philanthropic funding and an understanding of corporate social responsibility (CSR) policies and approaches.
