Job Summary: The Climate & Environment Team leader will be responsible for technical quality assurance and due diligence of environment activities of the Uganda Refugee Resilience Initiative (URRI) in the six districts Terego, Madi-Okollo, Yumbe, Koboko, Obongi and Moyo. This includes ensuring appropriateness and quality of actual work as well as supporting community trainings, particularly Community Management Committees.
Key Duties and Responsibilities: Your main duties and responsibilities will be:
Administrative Role:
- Oversee day-to-day coordination, management, and administration of the URRI programme in the designated locations.
- Ensure alignment of programme activities with donor requirements, national policies, and local government development plans.
- Supervise technical and support staff and manage relationships with implementing partners (including local partner organisations).
- Support budgeting, financial management, and reporting processes.
- Represent the programme in coordination forums, donor meetings, and stakeholder engagements.
Technical Responsibilities:
- Oversee environment technical assessments as and when required, and monitor the quality and quantity of materials used for projects
- Coordinate project activities with the District Focal Persons from the relevant departments approved by the District Technical Planning Committees (DTPC)
- Lead technical aspects of forestry and land restoration activities.
- Lead in the identification, planning, designing, and implementation of environmental risk management, nature-based solutions, green livelihoods, soil and water conservation and other technologies and practices with the greatest potential to improve environment and natural resources management.
- Assess the activities undertaken and ensure efficient use of resources.
Support the Green Livelihoods programme component
- Ensure regular communication between communities at the project implementation sites, local partner organisations, district stakeholders, and DRC
- Participate in training local Environment Structures, Project Management Committees (PMCs), and Project User Committees (PUCs) together with the District technical team.
- Coordinate and participate in identified environment days, 16 Days of Activism, and campaigns.
- Lead sensitisation, consultation, and dialogue meetings to enlighten communities about project goals, targets, activities, and general stakeholder engagement components.
Partnership and capacity support
- Support the capacity of partner organisations in resilience design, climate, and environment.
Staff Development and Management
- Support the Resilience Programme Manager in the technical development of the Environment Officers and Assistants.
- In liaison with the Resilience Programme Manager, support in the setting of objectives and performance appraisals for the Environment Officers and Assistants.
Monitoring and Evaluation
- Identify, document, and disseminate relevant project successes and challenges, and follow up on the implementation of the Project’s action points.
- Participate in quarterly Office of the Prime Minister (OPM) and District monitoring project reviews and evaluations.
- Work with the MEAL team to ensure DRC MEAL requirements are met.
- Participate in learning reflections and events.
Reporting
- Provide project data and information for the preparation of donor reports, e.g. monthly highlights, and quarterly and annual reports.
Qualifications, Skills and Experience:
- To be successful in this role, we expect you to have a minimum of 5 years of full-time relevant professional experience in Environment or climate-related interventions. Moreover, we also expect the following:
- Required
- A Bachelor’s Degree in Agricultural Sciences, Environmental Sciences and Management, Forestry, or any other relevant course.
- Experience from at least 3 projects as an Environment Team Leader or a similar role.
- Broad knowledge of concepts, principles, techniques and practices of resilience design, environment and/or climate change, safe access to energy and biodiversity conservation.
- Experience with donor-funded projects and international Non-Governmental Organizations
- Relevant work experience from Northern Uganda.
- A good team player
