About Organisation:
The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.
Job Summary: The Skills Development Officer is responsible for monitoring and regulating capacity building initiatives of Uganda’s human resources in the Oil and Gas Industry.
Key Duties and Responsibilities:
- Participate in the development and implementation of a skills development program for Oil and Gas Sector.
- Review and advise on the compliance of the IOCs annual training and skills development proposals in line with the requirements.
- Review and monitor training and skills development programs submitted by licensed Oil Companies, their contractors, and subcontractors.
- Facilitate the establishment of partnerships for skills development in the oil and gas Sector.
- Participate in the development/upgrade of the National Oil and Gas Talent Register (NOGTR) while utilizing it to ascertain the relevant skills set.
- Ensure the adherence to approved training plans and provide periodical (quarterly & annual) progress reports.
- Ensure adequate follow up and implementation of decisions of the Oil and Gas skills development dialogues.
- Support in the review and design of curriculum for courses and skills required for the oil gas Sector to ensure courses, training programs and certifications are fit for purposes.
- Work with responsible government bodies to regularly undertake Skills development Audits and prepare reports on the state of skills development by the oil companies, their contractors, and subcontractors.
- Undertake any other assignments as may be directed from time to time.
Qualifications, Skills and Experience:
- A Bachelors’ Degree (Hons) in Economics/Finance/Statistics, Engineering, Human Resource Management, Education Management, Business Administration and any other related field.
Added advantage:
- Specific Experience in the oil and gas industry
Required experience:
- Three (3) years of relevant work experience in a busy and well-organized institution.
