About Organisation:
The Ministry of Works and Transport (MoWT) is implementing the Standard Gauge Railway Project to enhance safe, reliable and efficient rail transport. MoWT signed an EPC/T contract for the Malaba-Kampala SGR Project with M/S Yapı Merkezi, to undertake construction. The SGR Project Management Unit (SGR-PMU) is responsible for Contract and Project Management and is now recruiting key staff to complement the existing team and deliver the Project.
Job Summary: To support the planning, implementation, and monitoring of mechanical and electromechanical (E&M) systems for the SGR Project under the supervision of the Senior Mechanical Engineer, ensuring compliance with Employer’s Requirements, Ugandan regulations, and international standards.
Key Duties and Responsibilities:
- Support the Employer’s oversight of mechanical and E&M installations, including depot, workshop, and building services systems, under the direction of the Senior Mechanical Engineer.
- Review contractor submittals design drawings, ITPs/WIRs, RAMS, and material data for completeness and compliance; prepare consolidated comments through the Consultant.
- Conduct and witness inspections and tests (FAT/SAT/IST); verify measurements, record results, and compile acceptance evidence.
- Track compliance with ITPs and RAMS; follow up on non-conformances and punch-list closure; enforce HSSE and statutory requirements.
- Maintain Interface Control Documents (ICD) and change registers; coordinate MEP interfaces with other disciplines and assist in resolving BIM clashes.
- Prepare periodic and ad-hoc reports on progress, schedule, quality, risks, HSSE, and cost; support variation and claims prevention through accurate technical documentation.
- Support acquisition of permits and approvals, ESIA/RAP inputs, and liaison with relevant authorities for access, clearances, and mechanical facility compliance.
- Update CDE/BIM, CMMS, and asset registers; compile O&M manuals, spares lists, and training or hand-over documentation.
- Perform any other related duties as assigned, including compliance with security and safety protocols for restricted areas and the handling of classified information.
Qualifications, Skills and Experience:
- A Bachelor’s degree (Honours) in Mechanical Engineering or equivalent from a recognised university.
- Registration with the Engineers Registration Board (ERB) (Graduate or Registered) or demonstrable progress toward registration is required.
Experience
- Two (2) to five (5) years of relevant experience on heavy-rail, metro, or large industrial E&M systems.
- Experience in design review and site supervision under design-build/FIDIC contracts, including familiarity with ITPs/WIRs, RAMS, and QA/QC documentation.
- Knowledge of NFPA/BS/EN codes and Ugandan regulatory processes, with strong HSSE orientation.

- Mechanical Systems & Building Services: Assist in planning, review, and site oversight for depot/workshop equipment, HVAC/pressurisation, fire protection, water/wastewater, lifts & escalators, and ventilation/smoke control systems.
- Technical Review & Assurance: Evaluate designs, ITPs/WIRs, RAMS, and certifications; track NCR close-out and compliance evidence.
- Testing & Commissioning: Support FAT/SAT, site and integrated system tests; verify acceptance criteria; compile as-builts and O&M dossiers.
- MEP Interfaces & BIM: Maintain ICD registers; coordinate with Electrical, S&T, Civil, and Rolling Stock teams; assist with BIM clash resolution and change tracking.
- Permits & Approvals: Support ESIA/RAP inputs and liaise with NEMA, UNBS, and local authorities for mechanical facilities approvals.
- O&M Readiness & CMMS: Contribute to maintenance plans, spares lists, ToT materials, and CMMS/asset data development.
- HSSE & Risk: Apply safety procedures, maintain mechanical risk entries, and support mitigation planning.
