About Organisation:
The National Information Technology Authority-Uganda (NITA-U) is an autonomous statutory body established under the NITA-U Act 2009, The Authority is under the general supervision of the Ministry of Information Communications Technology and National Guidance (MOICT&NG). The National Information Technology Authority, Uganda was established with a mandate to coordinate, promote and monitor the development of IT in the context of social and economic development of Uganda.
Job Summary: The Officer will be responsible for coordination of the development and operational implementation of the Office’s Strategic Plan.
Key Duties and Responsibilities:
- Coordinate the development and implementation of the Office’s Strategic plan and work plans
- Monitor and evaluate programmatic and operational effectiveness
- Prepare and present performance reports to the National Director and Board
- Liaise with Government agencies to ensure alignment with national development goals
- Administer and coordinate the activities of a range of specified operating and support programs, as appropriate to the objectives of the Office
- Develop and manage annual capital and/or operating budgets; monitor, and coordinate Office budgets as appropriate.
- Develop funding proposals for the Office
- Collect, analyse and compile data on performance of the Office as per its annual plans and targets
- Represent the Office to Governmental agencies, funding agencies, national organizations, and/or the general public; as assigned.
- Lead Monitoring and Evaluation of the Office’s activities
- Lead the annual review and target setting of performance indicators and methods to capture key activities
Qualifications, Skills and Experience:
- Bachelor’s Degree in Development Studies, or Social Sciences, or Social Work and Social Administration, or Statistics, or Economics, or Development Planning, or related area
- Master’s Degree in any of the above fields from a recognized University/Institution is an added advantage
- Relevant professional certifications shall be an added advantage
Experience
- A minimum of five (05) working experience in a role related to policy, planning and evaluation in a busy organisation of which 2 years shall be at supervisory level.
Technical Expertise
- Excellent knowledge of evaluation techniques and mechanisms
- Must have a solid understanding of policy and planning in public sector
- Knowledgeable about the Monitoring and Evaluation requirements in public sector
- Excellent computer skills
Nature and Scope
- Able to prioritize and co-ordinate work streams/projects to drive delivery of tasks
- A resilient team player with a ‘can do’ attitude, who is willing to take responsibility leading and working with others to create breakthrough solutions to complex problems
- Excellent interpersonal and communication skills (both oral and written)
- Strong analytical skills
