Dei BioPharma Ltd is a biotech and pharmaceutical research firm duly incorporated in Uganda, specializing in the development and manufacture of innovative medicines and vaccines. Our state-of-the-art manufacturing facility, situated in Matugga, Wakiso district, Uganda, shall produce high-quality medicines across a wide range of therapeutic areas.

 

Job Summary: The Head of Procurement is responsible for planning, coordinating, and overseeing all procurement and supply chain activities to ensure timely, cost-effective, and compliant acquisition of goods and services for the organization. The role ensures adherence to company procurement policies, ethical standards, and regulatory requirements while promoting efficiency and value across all purchasing operations.

Key Duties and Responsibilities:

  • Develop, implement, and monitor the organization’s procurement strategy, policies, and procedures.
  • Oversee supplier sourcing, evaluation, negotiation, and contract management to ensure cost-effectiveness and quality assurance.
  • Coordinate the preparation of annual procurement plans and monitor their execution.
  • Ensure timely acquisition of materials, equipment, and services to support uninterrupted company operations.
  • Review and approve purchase requests, purchase orders, and supplier payments in line with budgetary controls.
  • Establish and maintain supplier performance evaluation systems to ensure accountability and reliability.
  • Supervise and guide the procurement team, fostering professionalism, efficiency, and transparency.
  • Ensure compliance with regulatory, company, and donor procurement guidelines and standards.
  • Maintain accurate procurement documentation and ensure proper record-keeping and audit readiness.
  • Prepare and present periodic procurement performance and expenditure reports to management.

Qualifications, Skills and Experience:




  • Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, or related field.
  • A master’s degree in supply chain management, Business, or related discipline is an added advantage.
  • Minimum of 8–10 years of experience in procurement or supply chain management, preferably in the pharmaceutical, biopharmaceutical, or manufacturing industry.
  • Must have at least 3–5 years in a managerial or supervisory position.
  • Membership or certification with a professional body (e.g., CIPS, ISM, or equivalent) is an added advantage.
  • Demonstrated knowledge of ERP systems and procurement software.
  • Excellent negotiation, communication, and supplier relationship management skills.
  • Strong ethical judgment, integrity, and adherence to procurement best practices.
  • Analytical and financial acumen with attention to cost control and value for money principles.

Experience:

  • Proven ability to lead procurement operations in a complex organizational setting.
  • Experience in managing international sourcing, logistics, and vendor contracts.
  • Familiarity with pharmaceutical procurement standards, import/export procedures, and regulatory compliance.
  • Demonstrated experience in developing and enforcing procurement policies and systems.

Job knowledge:

  • The incumbent should possess comprehensive knowledge of:
  • Procurement and supply chain management principles and practices.
  • Vendor management and strategic sourcing.
  • Contract negotiation, tendering, and bid evaluation.
  • Inventory management, logistics, and warehouse coordination.
  • ERP systems, data analytics, and procurement reporting.
  • Financial and budget management in relation to procurement.
  • Regulatory compliance and ethical procurement standards.
  • Risk assessment and mitigation in procurement operations.
  • Audit and documentation control.
  • Leadership and people management in procurement teams.

Evaluations:

  • (This may be tested)

Language

  • English Level IV (Advanced Knowledge) — Reading, Writing, and Speaking are required.
