Job Summary: The Data Analyst will support the development of the Parish Development Model (PDM) Unified Communications Strategy by gathering, analysing, and interpreting quantitative and qualitative data. The role will ensure that communications planning is evidence-based, stakeholder-informed, and aligned with national priorities. The analyst will also contribute to monitoring, evaluation, and reporting by developing data tools, dashboards, and performance tracking mechanisms.

Key Duties and Responsibilities:

  • Conduct desk reviews of existing PDM policies, guidelines, and reports to identify baseline data.
  • Design and administer data collection tools (surveys, KIIs, FGDs) to capture insights from parishes, stakeholders, and beneficiary groups.
  • Clean, process, and analyse large data sets to generate actionable insights for communications strategy development.
  • Segment stakeholders and audiences based on message needs, behavior, and channel preferences.
  • Support the development of KPIs and an M&E framework for communications rollout.
  • Prepare data dashboards and visualisation tools for ongoing monitoring and reporting.
  • Provide statistical analysis to validate the impact of PDM communications interventions.
  • Work closely with the research, strategy, and creative teams to translate data into clear narratives and evidence-based recommendations.

Qualifications, Skills and Experience:




  • Bachelor’s degree in Statistics, Economics, Data Science, Monitoring & Evaluation, or a related field.
  • 3+ years of experience in data collection, analysis, and reporting, preferably in communications, development, or public sector projects.
  • Proficiency in data analysis software (SPSS, STATA, R, or Python) and data visualisation tools (Excel, Power BI, Tableau, etc.).
  • Demonstrated ability to design and implement surveys and manage both qualitative and quantitative datasets.
  • Strong report-writing and presentation skills, with the ability to translate data into actionable insights.
  • Familiarity with Uganda’s local government systems and national development frameworks is an added advantage.
  • Exposure to utilising AI and implementing this across different mediums
