About Organisation:

Uganda Railways Corporation (URC) is a body corporate established under an Act of Parliament to construct, operate and maintain railway, marine and road services both inside and outside Uganda for the carriage of passengers and goods. As a result of privatisation of operations, the mandate of URC changed from that of an operator to that of asset holder, concession monitor and advisor on railway technical matters.

 

Job Summary: Responsible for navigational watchkeeping of the ship, maintaining safety equipment like lifeboats and firefighting gear, performing shipboard administrative tasks, and assisting senior officers in the deck department’s overall duties.

Key Duties and Responsibilities:

  • Perform navigational watches, which involves navigating the ship safely and monitoring its operations, especially in port.
  • Act as the safety officer, responsible for the maintenance, testing, and proper functioning of life-saving appliances and firefighting equipment.
  • Prepare and submit port documents to port authorities, maintain records, and fulfil various administrative duties related to shipping operations.
  • Ensure safety during mooring operations by overseeing the crew and maintain a safe working environment, especially when handling ropes Provide assistance during cargo operations, including managing ballast and ensuring stability.
  • Assist in carrying out pre-arrival and pre-departure tests as per company procedure and report all deficiencies found to the second officer, Chief Officer and Captain.
  • Assist in maintaining navigational and meteorological equipment on board, keeping it up-to-date and in operational condition.
  • Maintain all national/signal flags (as per International Codes of Signal), navigational shapes, and sound signaling equipment and ensure all required flags are available before reaching the port and displayed correctly.
  • Assist in recordkeeping of the ship’s deck logbook, navigational checklists, official logbook, and all events that occurred during the watch.
  • Assist in training deck cadets or other trainees on board.
  • Assist in preparing the bridge for any navigational and third-party audits and inspections
  • Assist in any other navigational duties as directed by the ship’s master.

Qualifications, Skills and Experience:




  • At least Uganda Certificate of Education (UCE) or its equivalent and the following maritime training;
  • Education & Training: have completed a period of approved education and training and meet the standard of competence specified in section A- II/2 of the Standards of Training, Certification, and Watch keeping for Seafarers (STCW) Code for masters and chief mates on ships of between 500 and 3,000 gross tonnage. 
  • Use of electronic chart display and information systems (ECDIS) to maintain the safety of navigation.
  • Knowledge of bridge resource management.
  • Application of leadership and managerial skills.
  • Contribute to the safety of personnel and ship
  • Maintain safe navigation through the use of information from navigation equipment and systems to assist command decision making.
  • In addition to above;
  • National Certificate of Competence and endorsement Reg I/2, II/2 and II/3
  • Flag State endorsement of recognition Reg I/10
  • Global Maritime Distress and Safety System (GMDSS) endorsement Reg IV/2
  • Basic Safety Training VI/1 (Achieved within previous five (5) years)
  • Personal Survival Techniques
  • Fire prevention and firefighting
  • Elementary First Aid
  • Personal Safety and Social responsibilities
  • Medical First Aid VI/4
  • Survival craft and rescue boats VI/2
  • Advanced firefighting VI/3
  • Medical fitness I/9
  • Training onboard
  • Basic safety familiarization
  • Ship specific familiarization
  • Security familiarization
  • Should be not less than 20 years of Age.

Competences

  • Officers in charge of a navigational watch on ships of 500 gross tonnage or more must
  • Seagoing service: have approved seagoing service of not less than one year as part
  • of an approved training programme, including onboard training. This training must meet the requirements of section A-II/1 of the Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) Code and be documented in an approved training record book. Otherwise, the seafarer must have approved seagoing service of not less than 36 months.
  • Bridge watch-keeping duties: have performed, during the required seagoing service, bridge watch-keeping duties under the supervision of the master or a qualified officer for a period of not less than six months.
  • Radio duties: meet the applicable requirements of the regulations in chapter IV Global Maritime Distress and Safety System (GMDSS), as appropriate, for performing designated radio duties in accordance with the radio regulations.
  • Education and Training: have completed a period of approved education and training and meet the standard of competence specified in section A-II/1 of the STCW Code.
