Terms of Reference (ToR) for a Consultant: Evaluation of the Angaza Outreach Programme (AOP)

Duration: October – December 2025

Background

The 40 Days Over 40 Smiles Foundation (4040) has implemented the Angaza Outreach Programme (AOP) for over 9 years, which focuses on building children’s life skills such as self-awareness, community agency and resourcefulness alongside literacy.

 

Thus far, the programme has been implemented in 4 underserved schools, including Makindye Community Nursery and Primary Schools, Merowa, Quentin, and Boston Junior Schools. Every Friday, 4040 volunteers hold sessions with children using a toolkit that was developed internally.

Before introducing the toolkit, sessions were prepared weekly with a focus on reading, writing, public speaking and confidence building.

The Foundation has also donated books and recently established the Angaza Resource Centre (ARC) to bring educational resources, such as books and computers, closer to the learners and teachers.

 

Overall, over 3,000 children have been reached through 4040’s intervention during the past 13 years through infrastructure development (dormitories and libraries),paying school fees,  provision of books and educational materials and activities under the AOP and ARC.

Under the Angaza Outreach Programme, at least 500 children have participated, improving their reading, writing, spelling and comprehension alongside life skills such as self-confidence, leadership,teamwork and problem-solving, among others.

 

Even though great strides have been made in bridging learning gaps for children in the community, emerging issues are beyond the programme’s scope. Therefore, the Foundation is desirous of evaluating the AOP to examine its relevance in addressing emerging needs, impact, identifying gaps, opportunities for synergy, applicability of its current model and strategies for sustainability. The findings will inform the programme’s next strategic phase.

 

⁠Purpose of the Assignment

 

4040 seeks the services of a qualified consultant to conduct a comprehensive evaluation of the Angaza Outreach Programme. The specific objectives of the programme are;

  • Assess the programme’s relevance and impact in improving children’s learning outcomes over the years.
  • Assess the effectiveness of 4040’s approach i.e having volunteers as implementers, time dedicated to the programme (once a week for 6 Fridays termly), working in the same schools for more than 4 years (what does success look like? What does continuity look like with or without 4040); the toolkit (is it relevant? Is it the most effective tool for impact?)
  • Identify areas for improvement and transition.
  • Map stakeholders who are implementing similar projects and identify areas for synergy.
  • Assess the current needs of the children and teachers (especially their challenges) and how the AOP can address them.
  • Collect recommendations on how best children can be supported through the programme.
  • Assess the sustainability and continuity of the programme.
  • Assess the sustainability and future continuity of the programme with or without 4040’s direct involvement.

 

Scope of the study

 

The evaluation will take place in Kibuli. Potential sources of information will include community leaders, teachers, school administration, learners, 4040 volunteers, CSOs, and other initiatives doing similar work in Kibuli, and where necessary, greater Makindye Division.

 

Deliverables

 

The consultant is expected to lead on, accomplish and submit the following deliverables within the agreed timeframes and budget:

 

  • Draft data collection tools (e.g. methodological guidelines, group interview questions)
  • Insightful recommendations and guidance.
  • A draft and final study report (in MS Office and PDF for final in both soft and hard copies), not exceeding 20 pages.
  • Facilitation of a validation workshop

 

 ⁠ ⁠Methodology

  • The evaluation will employ mixed methods, including:Document review of internal reports and secondary data.
  • Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with teachers, community leaders, volunteers, children, and peer organisations.
  • Participatory observation of programme sessions.
  • Stakeholder validation through a feedback meeting.

 

 Duration and Timeline

 

The consultancy will be undertaken between October and December 2025, with an expected total input of approximately 30 working days spread across the period. A detailed work plan will be developed during the inception phase.

 

Required Qualifications and Experience

  • Master’s degree in Education or related field.
  • Minimum of 5 years experience in education consulting, curriculum development, or programme evaluation demonstrating a track record of impactful programme implementation.
  • Deep understanding of Uganda’s education system, especially Primary Schools.
  • Proven experience conducting mixed-method evaluations in community-based organisations and/or volunteer-led programmes.
  • Excellent facilitation and stakeholder engagement skills.
  • Strong analytical skills with the ability to interpret educational data and use it for strategic decision making.
  • Excellent writing and communication skills.
