Job Summary: Responsible for planning, designing, and managing VAS/IN platforms with emphasis on service reliability, capacity optimization, budgeting, vendor coordination, secure integration, platform resilience and redundancy, business product design, and ensuring alignment with company strategic objectives, while also providing leadership support to the VAS/IN technical team.

Key Duties and Responsibilities:

  • Design and dimension charging systems and VAS platforms to support new products and services in alignment with marketing and business requirements.
  • Plan and architect the VAS/IN network infrastructure to support growth in traffic, subscribers, and service capacity, ensuring scalability and performance.
  • Provide leadership and guidance to the VAS/IN technical team, fostering collaboration, innovation, and professional growth.
  • Conduct research and feasibility studies for new services, producing professional technical reports and recommendations.
  • Lead the design and evolution of Value-Added Services, including SMSC, USSD GW, IVR, CRBT, Missed Call Alerts, Device Management
  • Develop Functional and Technical Specification Documents for new products and services.
  • Participate in cross-functional stakeholder engagements to define optimal technical solutions for service development and deployment.
  • Interface with vendors on technical design, deployment, and maintenance planning for VAS/IN systems, and stay updated on technology roadmaps and market releases.
  • Collaborate with Marketing and Business Development teams to align technical planning with product strategy and innovation.
  • Develop UNIX/shell scripts for automation, data processing, and performance monitoring across VAS/IN platforms.
  • Lead project management activities, ensuring timely delivery of services and solutions in line with business timelines and quality standards.
  • Monitor platform performance metrics, validate statistics, and derive accurate forecasts for capacity planning and infrastructure scaling.
  • Prepare budget estimates and financial documentation to support the procurement and deployment of new platforms and services, ensuring cost-effectiveness and alignment with project objectives.
  • Technical leadership for VAS/IN-related projects under Capital Projects, ensuring alignment with company strategic objectives.
  • Develop long-term evolution plans for both charging and VAS platforms to support future service demands.
  • Champion automation, operational efficiency, and continuous improvement across VAS/IN systems and processes.
  • Ensure platform resilience and redundancy to maintain high availability and uninterrupted service delivery.

Qualifications, Skills and Experience:




  • Bachelor’s degree in electrical engineering, Electronic Engineering, Telecommunications Engineering, or Computer Science.

Experience:

  • Minimum 5 years’ experience in Value Added Services (VAS) and Intelligent Network (IN – Charging Systems) platforms, focusing on planning.
  • At least 2 years in a supervisory or team leadership role.
  • Minimum 5 years’ experience working in a Mobile GSM Network environment.
  • Strong proficiency in UNIX, Solaris, and Linux operating systems and Advanced UNIX shell scripting capabilities.
  • Advanced understanding of Telecom protocols (e.g., SS7, Diameter, SIP, SMPP)
  • Experience in database administration, particularly with Oracle and MySQL.
  • Solid understanding of IP networking principles.
  • Proficiency in at least one programming language (e.g., Python, Java, PHP).

Skills/Competencies:

  • Deep understanding of VAS platforms (e.g., SMS, USSD, IVR, CRBT, mobile apps) and Intelligent Network (IN) systems (e.g., charging, billing, prepaid/postpaid).
  • Strong grasp of telecom protocols such as SS7, SIP, Diameter, SMPP, and HTTP/REST APIs.
  • Excellent analytical and planning skills for capacity forecasting and budgeting.
  • Proficiency in UNIX/Linux systems, shell scripting, and database administration (Oracle, MySQL).
  • Knowledge of IP networking, including routing, switching, and network security.
  • Database Management Skills.
  • Self-motivated.
  • Effective communication skills.
  • Team Player
