Job Summary: Reporting to the Manager, Safety & Security, or designee; the Safety & HAZMAT Officer will be responsible for ensuring the effective implementation of safety protocols and hazardous materials (HAZMAT) management across the University, hospitals, and outreach clinics in Uganda as per regulatory, accreditation and other best practice standards to create a safe and healthy environment for patients, staff, students, contractors, visitors and all that are legally present in the facility. He/she will conduct annual risk assessments on all campus and properties in Uganda, and provide all required training for Safety, Fire Safety, and Hazmat.
Key Duties and Responsibilities:
- Conduct regular safety inspections, audits, and comprehensive risk assessments across all AKU properties in Uganda.
- Participate in pre-construction, during-construction, and post-construction risk assessments and implement mitigation strategies to ensure safety compliance throughout all phases of construction and renovation projects.
- Develop, deliver, and evaluate training programs on Occupational Health & Safety (OSHA compliance), Fire Safety, and HAZMAT handling, tailored for staff, contractors, and stakeholders.
- Maintain updated HAZMAT inventories, safety data sheets (SDS), and ensure proper storage, labelling, transportation, and disposal of hazardous substances.
- Respond promptly and effectively to fire, chemical spills, exposure incidents, and other safety emergencies, including coordination of emergency response plans.
- Enforce safety standards in alignment with AKU policies, national regulations (e.g., Ministry of Health, National Council for Higher Education (NCHE)), and international accreditations like JCIA.
- Investigate incidents and near-misses, generate reports, and recommend corrective measures.
- Actively participate in and support safety committees, policy reviews, and emergency preparedness drills.
Qualifications, Skills and Experience:
- Bachelor’s degree in public/environmental health, Environmental Science, Fire Science, Occupational Safety and Health, or an equivalent science-oriented degree.
- At least 3 years of experience in a similar role, preferably with exposure to safety committees or waste handling procedures.
- Basic research skills and familiarity with safety regulations and standards.
- Strong attention to detail and analytical thinking.
- Excellent communication and problem-solving skills.
- Proactive and collaborative approach to safety management.
- Proficiency in Microsoft Outlook and the ability to work collaboratively in a team are essential.
