Shared Action Africa (SAA) and Agape Innovations Limited will jointly undertake a feasibility study on establishing a Black Soldier Fly (BSF) farming plant to enhance soil fertility and improve agricultural productivity in Nakivale Refugee Settlement. This engagement is expected to take place over a maximum of 16 days from September 22, 2025 – October 13, 2025.

OVERVIEW OF SHARED ACTION AFRICA & AGAPE INNOVATIONS LTD.
Shared Action Africa supports refugee and rural women and girls in Uganda to improve their livelihoods through an integrated model rooted in women-led savings and business groups. These groups serve as the foundation for delivering economic development, reproductive healthcare, and self-agency and influence- walking alongside women as they move from vulnerability to self-reliance.
Agape Innovations Limited is an agro-based manufacturing, waste management focus, and farmer support work—with a vision of a thriving Africa where farmers prosper and communities flourish through sustainable agriculture and zero waste. Agape Innovations’ mission it to innovate and deliver eco-friendly agricultural solutions by transforming waste into high-value products, empowering farmers with climate-smart technologies, and building resilient food systems that protect people and the planet. Agape Innovations limited is located in Kampala Uganda and operates across East Africa.
BACKGROUND OF THE ASSIGNMENT
Shared Action Africa (SAA) and Agape Innovations Limited have partnered to address pressing challenges in Nakivale Refugee Settlement, including soil degradation, inefficient waste management, and limited livelihood opportunities for refugee women. Recognizing the potential of Black Soldier Fly (BSF) farming to convert organic waste into high-value fertilizer and animal feed, the two organizations seek to assess the feasibility of implementing a BSF-based organic fertilizer production plant.
Nakivale Refugee Settlement in southwestern Uganda faces growing challenges in soil degradation, inefficient organic waste management, and limited livelihood opportunities for refugee women. Shared Action Africa (SAA) and Agape Innovations Limited propose to assess the feasibility of establishing a Black Soldier Fly (BSF) farming facility to address these challenges. This facility will convert organic waste into high-value outputs: nutrient-rich fertilizer for soil regeneration and protein-rich larvae for animal feed—thus supporting food security and creating new income streams for women in the refugee and host communities.
PURPOSE OF THE STUDY
The purpose of this study is Two-fold; 1) . to assess a) the technical, b) financial, c) social, d)environmental, and e) regulatory viability of establishing a BSF farming facility in Nakivale Refugee Settlement, to produce BSF- based organic fertilizer as an efficient alternative to traditional composting methods. 2) to make recommendation for implementation, scale-up, and sustainability of a women-led, climate-smart agricultural solutions.
OBJECTIVES OF THE STUDY
Primary Objective:
To undertake a rapid feasibility assessment and produce a strategic road map for establishing BSF farming facility in Nakivale Refugee settlement.
Specific Objectives:
- Market Analysis:
o Evaluate demand for BSF-based organic fertilizer and BSF larvae in local and regional markets.
- Technical Feasibility:
o Identify suitable site(s), required technology, infrastructure, and human resource needs.
- Financial Analysis:
o Assess cost structures, projected revenues, break-even points, and investment requirements farming facility
- Social and Environmental Impact Assessment:
o Examine the potential for job creation, especially among refugee women, environmental benefits, and community acceptance.
- Regulatory & Policy Analysis:
o Identify legal frameworks, health and safety requirements, and permits needed to operate a BSF plant in Uganda.
- Scalability Assessment:
o Explore the potential to replicate the model in other refugee settlements or rural areas.
SCOPE OF WORK
The consultant/firm will:
- Conduct stakeholder mapping and consultations (refugee leaders, farmers, local authorities, etc.).
- Conduct field visits and site assessments within Nakivale.
- Conduct baseline assessments on organic waste availability and current composting practices.
- Assess community readiness, awareness, and willingness to participate in BSF operations.
- Analyze technical parameters (e.g., waste input, production scale, environmental conditions).
- Develop cost-benefit and investment analysis models.
- Review Ugandan legal and regulatory framework relevant to waste management, agriculture, and refugee livelihoods.
- Deliver a final report with recommendations for implementation, scale-up, and a sustainability roadmap.
METHODOLOGY
To deliver on the above objectives, we welcome additional innovative and alternative methods to address objectives effectivity, so long as they employ both qualitative and quantitative methods and participatory approaches for engaging community members and stakeholders.

DURATION OF THE ASSIGNMENT
The study will be conducted over a period of 16 days from the date of contract signing.
MANAGEMENT & SUPERVISION
The consultant will report to the supervising committee composed of representatives from:
- Shared Action Africa (SAA)
- Agape Innovations Limited
Regular updates will be provided bi-weekly or as required. SAA will facilitate community access and coordination with local stakeholders.
QUALIFICATIONS OF THE CONSULTANT / FIRM
The selected consultant or firm should possess the following:
- Proven experience in feasibility studies, especially in agriculture, BSF farming waste management, or insect farming.
- Technical expertise in bio-conversion technologies and climate-smart agriculture.
- Strong financial modelling expertise for establishing BSF business
- Experience working in refugee settings or low-resource sensitive communities.
- Familiar with Uganda’s Legal and regulatory Framework.
- Strong research, analytical, and report-writing skills.
- Fluency in English; knowledge of local languages (e.g., Runyankore, Kiswahili) is an asset.
