Job Summary: The Regional Program Lead (EYE-C) will lead the implementation of the Empowering Young Women Entrepreneurs in Agriculture Stimulated by Coffee (EYE-C) program across designated regions. The role focuses on creating dignified economic opportunities for young women through catalytic investments, agribusiness support, financial inclusion, and enhanced value chain performance in coffee and complementary enterprises. The Lead will oversee regional program officers, implementing partners, and stakeholder engagements to ensure quality delivery, performance tracking, and adaptive programming aligned with national strategy and the EYE-C 20 million bags roadmap.

Key Duties and Responsibilities:
- Regional Program Planning, Budgeting, Leadership, and Execution
- Provide overall leadership for regional rollout of EYE-C, translating national strategies into regional investment plans, implementation schedules, and coordinated delivery across thematic workstreams.
- Lead development of regional strategic and operational workplans aligned with national program objectives and the 20 million bags coffee roadmap.
- Supervise regional program officers and coordinate implementing partners to ensure technical coherence and timely delivery.
- Monitor and ensure alignment of all regional activities with approved AWPBs and donor requirements.
- Organize regional planning, coordination, and learning forums.
- >95% of regional AWPB targets met. Regional budgets approved and tracked quarterly with <10% variance.
- All partners and staff aligned to quarterly regional workplans.
- Functional planning and coordination mechanisms in place and documented.
- Investment Pipeline Development and Partner Onboarding
- Drive identification, evaluation, and onboarding of agribusinesses and implementing partners through
- Coordinate calls for proposals, partner outreach, and investment forums.
- Lead due diligence processes, capacity assessments, and project design stages.
- Oversee co-creation, budgeting, and finalization of funding proposals submitted to the Fund Management Committee.
- Support business case development for youth-led enterprises and cooperatives.
- Due diligence / capacity assessments are completed within 6 weeks from receipt of IP application and satisfaction surveys indicate that the on-boarding process meets partner requirements.

- Liaise with Monitoring & Results Measurement Manager to ensure a comprehensive results management framework is in place for each project in the region.
- Work closely with all relevant stakeholders and keep them informed of the status of project proposals;
- Results framework targets for Value for Money and programmatic fund absorption against budget is achieved. Approval rates for project proposals submitted to the Management Committee are tracked and continually improve with not more than 30% rejection.
- Value of unlocked financing for SMEs in the coffee and complementary enterprises.
- Timely Program Implementation and Adaptive Management
- Ensure high-quality execution of all region-specific activities across the value chain, including efficient production, processing, market
- linkages, financial linkages, and rollout of traceability and digital systems.
- Monitor progress of projects across thematic areas and troubleshoot delivery challenges.
- Conduct routine technical backstopping visits, reviews, and partner coordination.
- Track partner and staff performance using results frameworks and operational dashboards.
- Support the rollout, adoption, and monitoring of traceability systems across production and processing levels.
- 100% of projects monitored quarterly, audit findings indicate reasonable quality of IPs.
- >80% of partners meet or exceed agreed deliverables.
- >70% of supported farms or enterprises using digital/traceabiIity platforms.
- Digital data used to inform quarterly decision-making and partner feedback loops.
- Promote use of digital tools for field data collection, farmer profiling, market linkages, and performance reporting.
- Contribute to program improvement by capturing implementation learnings.
- Stakeholder Engagement, Market Linkages, and Ecosystem
- Coordination
- Strengthen strategic partnerships with public, private, and community actors to expand market access,
- Seek strategic partnerships; Build, manage, and coordinate, effective working relationships with all stakeholders in region collaborating with cooperatives, private sector actors, government agencies, and NGOs in the coffee value chain and complementary value chains
- Facilitate regional stakeholder mapping and influence strategies.
- Coordinate co-investment dialogues, market linkage platforms, and joint implementation initiatives.
- Number of agribusinesses meet ESG/compliance standards.
- At least 2 training/mentorship events delivered quarterly.
- >70% of agribusinesses meet ESG/compliance standards.
- Capacity Building and Technical Assistance
- Build the capacity of regional teams, agribusinesses, and cooperatives to scale performance, manage risk, and meet quality and compliance standards.
- Laise with the Business Advisory Service Manager and Capacity building service providers to identify capacity gaps and design strategies for strengthening capacity of agribusinesses in coffee and complementary enterprises to improve their operational efficiency and realise full potential
- Coordinate delivery of targeted BDS, financial literacy, ESG, and export readiness support.
- At least 2 training/mentorship events delivered quarterly.
- Support institutional strengthening of cooperatives and youth enterprises.
- Deliver or facilitate training, coaching, and mentorship sessions for staff and partners.
- Seek strategic partnerships with like-minded organisations, building relationships with influential actors and applying learning to aBi’s practice
- Lead the team in producing the annual report, and other reports required by the Management, Board, Investors, and other stakeholders; ensuring that submissions are made on time and to standard
- Access to Finance & Resource Mobilization
- Lead initiatives that expand access to appropriate financial services and mobilize resources to program interventions.
- Liaise with Financial Inclusion partner/s (i.e Fund managers, Financial Institutions, Donors) to ensure programme participants access credit/finance in a timely manner.
- Work with the financial inclusion partner to review/refine blended finance products that include grant, equity and debt for scaling up youth owned/led enterprises
- Coordinate and ensure that digital and financial literacy are integrated in the trainings for the program participants.
- % youth-led businesses demonstrate improved financial practices.
- Number of resource mobilization initiatives supported or led per year. Number of financial partnerships initiated or maintained annually.
- Financing targets for the programme participants are achieved as per plan.
- Monitoring, Evaluation, Reporting, and Learning
- Work with RMRD to agree on the M&E plans and tools for projects
- Ensure full rollout and consistent use of MEL tools across regional partners and project sites in collaboration with the MEL team.
- 100% compliance with all reporting timelines and quality standards.
- MEL tools used consistently across >100% of active regional projects.
- Strengthen the evidence base for decision-making through integrated monitoring, reporting, and learning systems that track performance, identify challenges, and promote adaptation.
- Coordinate data collection, verification, and quality assurance processes for all region-specific interventions.
- Ensure timely and accurate submission of monthly, quarterly, and annual technical reports.
- Lead documentation and communication of success stories, best practices, and implementation challenges.
- >2 documented learning products, case studies, or policy contributions produced per year.
- >95% of regional partners submit complete and verified MEL data quarterly.
- Organize learning sessions, review meetings, and after-action reviews to capture actionable insights.
- Support mid-term evaluations, end-line surveys, and contribute to regional case study development and dissemination.
