Job Summary: We are looking for a suitable candidate to take on the role of the Project Officer for the Uzazi Salama project, which aims to deliver a person-centered maternal health intervention that assures positive outcomes for pregnant women, even amidst climate crises in the Kasese district. The project officer will be the district focal point, providing operational oversight and support supervision of the district-level implementation team, ensuring effective operational coordination, timely execution, and quality delivery of project activities. The role will supervise the Social Behavior Change (SBC) Officer and Maternity Shelter Midwife and maintain strong linkages with the sub-awardee, district stakeholders, and implementing partners.

Key Duties and Responsibilities:

  • Lead the district level implementation of the Uzazi Salama project work plan and align budgets with programmatic achievements.
  • Technically supervise and support the SBC Officer and Maternity Shelter Midwife to ensure quality RMNCAH service delivery and adherence to MoH and project standards at supported facilities.
  • Maintain linkages and collaboration with the sub-awardee leading on climate resilience, district local government, relevant implementing partners, and health and climate stakeholders, and support participating facilities to develop and maintain operational partnerships & networks within the district of operation. This shall include conducting joint support supervision visits with district teams.
  • Monitor progress of activities, including community engagement, service delivery, and climate-resilient interventions using approved tools and systems. This will entail continuous monitoring of adherence to approved standard operating procedures, data quality procedures, and protocols by participating facilities, providers, and community resource persons.
  • Ensure timely reporting, documentation of success stories, and knowledge sharing. Prepare monthly, quarterly, annual, and end of program/project reports to the donor, district, and other relevant stakeholders.
  • Coordinate the review of selected adverse outcomes and continuing medical education through referral systems and emergency preparedness mechanisms such as the Local Maternity & Neonatal Systems (LMNS).
  • Work with PSIU knowledge management Team to profile and document the project interventions, learnings, success stories, and best practices; and regularly disseminate the same to inform programming and institutional development.
  • Lead the adaptation and implementation of the demand creation/social behavioral change strategy to drive demand for climate sensitive reproductive, maternal, neonatal, child, and adolescent health (RMNCAH) services in Kasese district.
  • Implement the risk management guidelines to minimize safeguarding breaches, operational and financial risk, and monitor complications and adverse events resulting from PSIU-supported service delivery; and facilitate their timely management and reporting.

Key Performance Indicators

  • Project implemented in line with contractual obligations with a performance monitoring plan tracked monthly.
  • Periodic work plans/Gant Charts and budgets prepared, implemented, tracked, and shared internally and with districts/partners to facilitate coordination.
  • Facility and community-based service providers equipped with climate shocks preparedness knowledge and skills.
  • Data quality scores of 95% and above during periodic data quality assessments.
  • Compliance with PSI and national quality of care standards, with an annual internal or external audit score of at least 90%.
  • % increase in the number of health facilities and community outreaches providing climate-sensitive RMNCAH services.
  • Service delivery points are equipped to withstand climate shocks e.g, through modifications to the infrastructure and implementation of the climate vulnerability assessment recommendations, and improving RMNCAH commodity management.
  • A functional community referral structure comprising high-performing interpersonal communication agents (IPCAs) e.g, peer mobilizers, facilitating the dissemination of climate sensitive health information with a resultant uptake of high-quality climate resilient maternal, reproductive, and related services by target audiences.
  • Quality Assurance/Quality Improvement plan implemented with comprehensive mentorship/support, supervision reports, and utilization of data to action frameworks in DHIS2.
  • Timely compilation and sharing of project activity reports and knowledge management products, capturing insights, lessons, success stories, and best practices.
  • Timely identification, review, management, and reporting of maternal health adverse events, including near misses and maternal deaths, reviewed by the local maternity & neonatal system (LMNS).
  • Increased demand for climate smart RMNCAH products and services at the service delivery points.
  • Service delivery event schedules developed, executed, monitored, and tracked with regular reports documenting learnings and action plans for adaptive implementation.
  • Timely, relevant project reports including lessons learned, best practices, and success stories
  • Visibility of PSIU in the areas of operation

Qualifications, Skills and Experience:




  • Bachelor’s degree in health sciences, e.g, midwifery, nursing, public health, or social and behavioural sciences, development studies.
  • Additional training in project management, maternal & child health, global health, family planning, or SBC is an added advantage.
  • Valid registration with the relevant professional council.

Experience:

  • At least 3 years of experience in RMNCAH program implementation or health systems strengthening in the greater Kasese area.
  • Experience supervising multidisciplinary teams and working with district-level stakeholders.
  • Strong understanding of maternal & reproductive health, climate resilient interventions, and community engagement for adolescent girls and young women.
  • Experience in Social Behavior Change.
