Job Summary: To support achievement of the above project objectives, a Monitoring and Evaluation Officer – Youth Skilling and Employment will be engaged to work closely with other project staff, UHTTI, TVETs, Uganda Vocational and Technical Assessment Board (UVTAB), Work-Based Learning (WBL) providers and employers to support monitoring and evaluation processes to track progress, outcomes, and learning across the YEIT project.
Reporting and supervision
The Monitoring & Evaluation Officer will report to the M & E Manager while working closely with the UHTTI & Project Manager
Key Duties and Responsibilities:
The Monitoring and Evaluation Officer will carry out the following Responsibilities:
Project Implementation & Coordination
- Work with the Skilling Officer to develop detailed activity plans for implementing the project activities (monthly and quarterly)
- Support the Skilling Officer in activities relating to the design and facilitation of youth training sessions (technical, vocational, entrepreneurship, and soft skills)
- Ensure inclusion of vulnerable groups (young women, persons with disabilities, rural youth) in the project activities
Monitoring & Evaluation (M&E) Support
- Collect routine data on youth attendance in training sessions, training completion, internship placement, job placement, and income changes
- Maintain accurate records in the management information system and ensure data quality
- Work with UVTAB to conduct assessments aimed at gauging trainee competence
- Conduct baseline benchmark studies for onboarded youth, girls and women
- Conduct follow-up visits for placed graduates and those who started businesses
- Conduct three-month income tracing for graduates who have secured employment or started their own ventures
- Prepare project communication materials, including project briefs, newsletters and learning briefs
- Collect and document impact stories to illustrate the transformative effects of the project on trainees and their communities
- Conduct a project endline evaluation study
Reporting & Learning
- Develop and implement a beneficiary feedback mechanism to enable trainees and other stakeholders to share their views, concerns, and suggestions about the project’s activities and services
- Organize quarterly and annual reviews and planning workshops over the project period
- Produce monthly, quarterly and annual reports with both qualitative and quantitative results
- Document and share observations to improve training design and implementation
Qualifications, Skills and Experience:
- Bachelor’s degree in education, Social Sciences, Development Studies, Youth Work, or related field
- Training in basic Monitoring & Evaluation (certificate or short course) is a strong advantage
Experience:
- At least 5 years in youth skilling, vocational training, livelihoods, or community development
- Familiarity with M&E tools (attendance sheets, data collection apps, indicator tracking)
Skills & Competencies
- Strong facilitation and coaching skills
- Basic understanding of results-based M&E (indicators, data collection, analysis)
- Good planning, budgeting, and organisational abilities
- Excellent communication (written and verbal) and report-writing skills
- Proficiency with Microsoft Office and basic data tools (Excel, KoboToolbox, ODK)
- Ability to work independently and meet deadlines
Key Performance Indicators (KPIs)
- Number of youth trained and certified vs. targets
- Percentage of graduates placed in jobs or self-employment
- Timeliness and accuracy of M&E data submitted
- Quality of training sessions (participant satisfaction, observed skill improvement)
