Job Summary: The position supports the full cycle of grant management, ensuring that funds are allocated responsibly, and projects are financially viable. This role is responsible for conducting due diligence on implementing partners, supporting effective grant set-up and management, and mitigating financial and operational risks associated with grant projects. By collaborating with various stakeholders, the Finance Grants controller contributes to building partner capacity and ensuring compliance, thereby enhancing the impact of EYE-C program Finance’s initiatives.

Key Duties and Responsibilities:

  • Grant Due Diligence and Risk Assessment
  • Support the due diligence process for potential implementing partners, ensuring that grant funds are allocated responsibly and that investments are made in projects that are financially viable and meet EYE-C Program strategic objectives.
  • Liaise with department and project managers to understand implementation plans and partnership requirements, participating in relevant Funding Window Management Team (FWMT) meetings.
  • Participate in stakeholder mapping and contribute to the development of application templates, procedures, and processes.
  • Review initial applications with a focus on the financial viability of proposed projects, assessing budget reasonableness and associated risks.
  • Oversee financial due diligence to conduct comprehensive assessments of potential implementing partners, including evaluating internal controls and compliance with regulations and investor policies.
  • Review and confirm the accuracy of financial content in implementing partner contracts before signing.
  • Due diligence assessments are conducted in a timely and accurate manner, ensuring potential implementing partners meet EYE-C Program Finance’s financial viability and compliance standards. Applications and contracts are thoroughly reviewed, and risks are identified and addressed to ensure responsible allocation of grant funds. Stakeholder feedback confirms that due diligence processes are clear, collaborative, and aligned with project requirements. 
  • Ensure that grants are correctly set up in the Grants Management System in accordance with EYE-C Program policies and procedures, facilitating the timely and accurate disbursement of funds to implementing partners.
  • Upon approval, map the budget in aBi’s accounting format and maintain updated records in the grantee database, tracking fund flows, reporting requirements, and budget revisions.
  • Review advance payment requests to grantees, ensuring timely liquidation, and process any additional payment requests in accordance with EYE-C Program Finance’s procedures.
  • Ensure staff and implementing partners follow best practices in grants management and effectively use the Grants Management System (GMS) for precise project monitoring, ensuring grant objectives are achieved.
  • and aligned with EYE-C Program policies, enabling efficient fund disbursement and monitoring. Advance payments and liquidation processes are managed effectively, ensuring timely disbursements and compliance with EYE-C financial guidelines.
  • Implementing partners consistently report that grants management tools and processes support effective project monitoring and objective achievement.
  • Partner Capacity Building and Support:
  • Support implementing partners to build their capacity to manage grant projects effectively, minimizing the risk of delays, challenges, or non-compliance.
  • Review partner capacity assessments to identify common challenges; coordinate with account managers to develop plans and budgets for addressing these issues.
  • Conduct research to document best practices and oversee the implementation of tools, training interventions, and learning materials to enhance partner capacity.
  • Collaborate with mixed teams to ensure individualized capacity development plans for each partner, addressing gaps identified in assessments.
  • Contribute to the induction and training of new implementing partners, providing guidance on EYE-C Program’s financial guidelines and grants management processes.
  • Capacity development interventions are designed and implemented effectively, addressing gaps identified in partner assessments.
  • Individualized capacity-building plans are developed and executed, resulting in improved partner performance and compliance.
  • Training sessions and support materials are well-received by
  • partners, as evidenced by positive feedback on their relevance and utility.
  • Build positive relationships with stakeholders, balancing accountability with supportive coaching to foster collaboration.
  • Monitor EYE-C Program funds’ usage by implementing partners for financial and program compliance, providing diligent oversight of documentation.
  • Compliance monitoring ensures that implementing partners adhere to grant agreements and policies, with
  • Mitigate financial and
  • operational risks associated with grant projects, ensuring that aBi’s funds are used responsibly and that implementing partners comply with EYE-C Program’s policies, procedures, and grant agreements.
  • Assist implementing partners (IPs) in uploading reports into the Grants Management System (GMS) and update Dynamics 365 with quarterly IP reports and relevant grants information.
  • Ensure ongoing compliance by monitoring IPs in accordance with established policies and procedures, advising on corrective actions when necessary.
  • Verify IP accountability by checking expenditures against compliance with the risk management matrix pertaining to grants management.
  • Conduct quarterly reviews of accountability and advise on whether to initiate disbursements.
  • Ensure timely and accurate reporting to the Foundation by supporting consortium partners and implementing partners to meet all reporting deadlines.

  • All required partner reports and financial documentation are updated accurately in GMS and Dynamics 365, ensuring transparency and accountability.
  • Quarterly reviews of partner accountability are conducted diligently, with recommendations provided to the Project Manager for payment decisions.
  • Financial Reporting and Analysis:
  • Prepare and submit timely and accurate financial reports to internal and external stakeholders, including EYE-C Program management, donors, and investors, supporting informed decision-making and ensuring compliance with relevant regulations.
  • Monitor and prepare accurate financial forecasts for projects, including disbursements and commitments.
  • Provide timely financial advice to ensure effective grant management decisions.
  • Utilize insights and data to support decision-making processes.
  • Collaborate with the Finance Manager to generate compliance reports and assist in preparing annual financial statements and budgets.
  • Financial forecasts and reports are prepared and submitted on time, providing accurate insights to support decision-making for management and donors.
  • Reports include actionable financial advice and analysis that align with compliance requirements and organizational goals.
  • Collaboration with the Finance Manager ensures audit and budget preparations are completed efficiently, meeting stakeholder expectations.
  • And any other duties as requested by the Finance Manager

Qualifications, Skills and Experience:

  • Proficiency in developing and implementing monitoring and evaluation frameworks specific to grant projects, ensuring alignment with aBi Finance’s impact objectives.
  • Strong analytical skills with experience in interpreting financial data and conducting thorough risk assessments.
  • Familiarity with grants management systems and financial software for accurate reporting and compliance management.
  • Familiarity with compliance standards and regulatory requirements relevant to grant management; relevant certificates an advantage.
  • Knowledge of donor compliance requirements, including policies and procedures governing grant funding and disbursement.
  • Ability to create and manage detailed budgets for grant projects, ensuring effective resource utilization and alignment with organizational financial standards.
  • A commitment to promoting sustainable practices and social impact through grant management.
