CNOOC International is one of the largest oil and gas companies in Uganda’s energy sector and owns one-third interests in each of Exploration Areas (EA) EA1/1A, EA2 and Kingfisher. Our partners are Total E&P Uganda (33.3%) and Tullow Oil (33.3%). CNOOC International operates the Kingfisher production license.
Job Summary:
- Responsible for production operation-related planning, cost control, and budget forecasting.
- Assist the Planning and Cost Control Supervisor in production operation planning, cost monitoring, and providing timely reports to ensure cost efficiency and compliance with corporate objectives.
Key Duties and Responsibilities:
- Coordinate with Tilenga and EACOP to share production and lifting schedules, prepare oil production plans, and manage expense allocations.
- Prepare and oversee production and operations plans, ensuring timely and effective implementation.
- Collaborate with partners and service contractors on production planning and cost control matters.
- Coordinate vendor activities, including materials mobilization/demobilization, cheque acceptance, and payment processing upon work completion.
- Monitor and control OPEX and CAPEX to ensure cost efficiency and budget compliance.
- Proactively identify potential cost-impacting issues, conduct cost risk analyses, and develop mitigation strategies.
- Develop and maintain annual budget cost estimates for inclusion in the Annual Work Program.
- Lead production-related budget preparation, submission, monitoring, and performance tracking.
- Maintain accurate production cost records and a robust expense filing system/database.
- Gather and analyse production data; compile and submit reports to CNOOC HQ, partners, stakeholders, and regulatory authorities.
- Support routine audits of production-related costs, ensuring accurate documentation and compliance.
- Ensure all planning and cost control activities comply with company policies, HSE standards, and industry regulations.
- Perform other related duties as assigned by the supervisor.
Qualifications, Skills and Experience:
- Bachelor’s degree in Petroleum engineering, Finance / Accounting, or related.
- At least 4 years of related working experience, preferably in the oil and gas industry.
- Planning and cost control working experience is a prerequisite.
- Knowledge
- Knowledge of cost control and related regulations.
- Deep understanding of Petroleum contracts and the oil production process.
- Deep understanding of OPEX and CAPEX budgeting and forecasting processes.
- Deep understanding of oil & gas project lifecycles (FEED, EPC, commissioning)
- Good knowledge of the relevant Planning Control Software. (MS Project Oracle Primavera P6, MS Excel, Power BI)
- Strong analytical and risk-based decision-making skills
- Understanding of Ugandan regulatory frameworks and permitting processes
