About US:

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.

 

Key Duties and Responsibilities:   Under the direct supervision of the Senior Community-Based Protection Officer, the UN Volunteer will undertake the following tasks:

  • Resettlement and complementary file integrity checks and admin close-out
  • Complementary Pathway document check and integrity review
  • Fraud Risk Vulnerability Checklist (FRVC) & Fraud Risk Level Categorization Form – annual review with field and sub offices and follow up on mitigation/response measures
  • Anti-fraud focal points (AFFP) training, engagement/coaching, and centralized coordination and quality assurance of AFFP tasks
  • Donor liaison, proposal writing & reporting from the inter-agency community feed-back mechanisms (CFM)
  • Link helpline (former FRRM) misconduct allegation triage, referral, and periodic analysis and reporting to management and key stakeholders
  • E-mail & web contact-form triage and referral
  • Mapping of the Uganda refugee response community feedback mechanisms with the aim of harmonizing the mechanisms by the end of 2026
  • CFM mechanism FAQ review/update for all sectors and locations
  • Update of CFM mechanism Standard operating procedures together with Protection AAP (accountability to affected populations) working group

  • 18 – 80

Required experience

  • 3 years

Nationality

  • Candidate must be a national of a country other than the country of assignment.
  • Assignment requirements

Relevant experience

  • 3 years

Languages

  • English, Level: Fluent, Desirable

Required education level

  • Bachelor’s degree in Political Science; International Affairs; Social Sciences or other relevant field.

Skills and experience

  • Essential
  • Demonstrated knowledge of international protection principles and the international legal framework.
  • Excellent written and oral skills.

Desirable

  • Previous experience in application of UNHCR procedures and guidance related to fraud com-mitted by refugees is highly desirable, particularly as relating to the implementation and operationalization of UNHCR’s 2017 Policy on Addressing Fraud Committed by Persons of Concern.
  • Experience in protection case management functions, including registration, Refugee Status Determination, or resettlement, is highly desirable.
  • Knowledge of application of UN-HCR’s broader risk management framework.
  • Experience in using and thus a strong under-standing of UNHCR’s case management systems and software (proGres v3, proGres v4, PRIMES, etc.) is highly desirable.
  • Experience in interviewing, preferably in a refugee or investigative context.
