DESCRIPTION OF THE REQUIRED SERVICE PROVISION
Background/ rationale
Education Cannot Wait (ECW) emphasizes inclusion of children with disabilities and Uganda’s MYRP II targets 14% of girls and boys to be reached by ECW support to be children with disabilities i.e. 17,094 children with disabilities per year. To ensure quality delivery of inclusive education services, ECW MYRP II developed an Inclusive Education teacher training package which was adapted from the national Inclusive Education Continuous Professional Development (CPD) package. HI trained the U-EC partners in 2023 and 2024 to be trainers who then roll out the training to teachers in the project schools.
During the training, UEC trainers emphasized the adaptation and use of TLMs to suit the needs of all learners including children with disabilities. Additionally, HI procured and distributed inclusive TLMs to 36 ECW MYRP II supported primary schools in Kyaka, Imvepi and Bidibidi refugee settlements. During distribution, HI staff-oriented teachers on how to use the TLMS distributed at school level. It is important that U-EC partners can demonstrate how to make and use inclusive TLMs with the help of local resources in the community. This will promote full and effective participation of all learners including children with disabilities.
The planned video will highlight the procedure and acceptable practices of making and using TLMs to facilitate effective inclusive lesson delivery. The video will complement the TLM catalogue, which is under development, and also serve as a reference document for partners and teachers during IE training and lesson planning. This process requires HI to procure the services of a videographer who will produce the video by the end of September 2025. Copies of the video will be widely distributed to the UEC partners as well as Education in Emergencies actors who will use it to support their training for staff and teachers.
Expected output of the Service Provision:
The service provider will be expected to produce the following product:
Videography
Using quality software, the service provider will develop a 15-minute video with the following specifications, that highlights the procedure of making and using local TLMs in classrooms.
- English subtitles for voiceovers (to be edited by HI before final production). The successful service provider should send samples of English voiceover narrators for HI’s selection and approval.
- Uganda Sign Language translation at the bottom right end of the video screen, by the interpreter appointed by HI.
- Subtitles and sign language interpretation should run at the same speed
- Background music [royalty-free music] where relevant and necessary
- Audio repair of the selected clips where necessary [remove wind, external noise, etc.]
- Audio design + mix stereo 2.0
- Branding of HI, Donor (ECW), and consortium members (Save the Children, FCA, ZOA, PIU, IRC, WCA, etc.) at the beginning and at the end of the video.
Target group:
Directly, the video will target the U-EC partners, who will use the video to complement their knowledge gained from the IE training based on the CPD package. U-EC partners will use the video to train staff, and teachers whom the U-EC partners might train to deliver IE methodologies and practices.
Indirectly, this video will benefit learners who will manipulate the TLMS to make their learning concrete and practical.
The process to be followed to undertake the required service
The following steps show the process of the required service:
- A preparatory meeting will be conducted to ensure a good understanding between the Inclusive Education Project Manager (IE PM) and the service provider team on objectives, possibilities, limits, and expectations (0.5 day)
- HI’s IE Capacity Building Officer (CBO), with technical support from the IE Consultant will work with the contracted service provider to elaborate the storyboard for the video. A draft can be found in Annex 1. (1.5 day)
- The service provider’s team will conduct field visits to film teachers (with students, if possible) creating and using TLMs during lesson delivery in schools. The location will be Kyaka II refugee settlement. The team will be 4 working days supported by HI staff to reach selected school/classroom (maximum, including travel dates).
- The service provider will prepare the first draft of the video on TLMs using the story board. The service provider will submit a draft video to the CBO within 2 working days. The CBO, with technical support from the IE Consultant, will provide initial input within 2 working days.
- Within 2 working days after receiving HI’s inputs to the 1st draft, the service provider will edit and consolidate all the images to produce the 2nd draft video and share it with the HI CBO for review. The CBO, with technical support from the IE Consultant, will send their inputs within 1 working day.
- Within 2 working days upon the CBO’s and IE Consultant’s comments/ review, the service
- provider will develop the final draft video.
- Submission of the final soft copy of the videos including editable files to the IE PM for final approval.
The steps mentioned above will be implemented under the overall guidance, support, and supervision of the IE PM and the CBO with technical support from the IE Consultant.
SERVICE DURATION AND LOCATION
Duration
The duration of this assignment is 12 working days, starting immediately upon conclusion of the service contract.

EXPECTED DELIVERABLES
- One high-quality video of a duration of 15 minutes with English subtitles, and Uganda Sign Language interpretation.
- Raw footage of the videos taken in the selected schools/classrooms
OTHER INFORMATION AND CONDITIONS
The IE PM shall be the direct supervisor for this service provision while the CBO will be responsible for day-to-day communication with the contracted service provider. The IE Consultant will be responsible for the quality, accuracy and relevance of the contents. They will coordinate with the service provider on a detailed work plan for and implementation of the activity.
HI holds the copyright of the final product.
The final products as per the above expected deliverables should be submitted after a systematic process of drafting, reviewing, editing and validation.
The service provider should submit the final video on a memory stick to the IE Project Manager
at the HI’s Kampala Office.
EXPERTISE REQUIRED
- Able to produce high-quality videos, with access to professional-grade video and audio equipment
- At least 3 years of proven technical experience in videography, producing short videos, documentaries or similar products, and editing involved in video production.
- Ability to include English language subtitling and in-screen Uganda Sign Language translation.
- Proven ability to meet deadlines.
