DESCRIPTION OF THE REQUIRED SERVICE PROVISION

Background/ rationale

Education Cannot Wait (ECW) emphasizes inclusion of children with disabilities and Uganda’s MYRP II targets 14% of girls and boys to be reached by ECW support to be children with disabilities i.e. 17,094 children with disabilities per year. To have reliable disability data, the Monitoring & Evaluation framework of the Education

 

Response Plan for Refugees and Host Communities II suggests the use of the WGQs. Concerning refugee children, there is data collected by UNHCR using 8 WG questions (adding 2 questions to the Short Set) and recorded in its database, ProGres. However, the data collectors under the Office of the Prime Minister lack training and data is not comprehensively collected or used. Education in Emergencies (EiE) partners, for example, the Uganda Education Consortium (U-EC) which includes HI, have challenges accessing WG data in ProGres too. It is important that U-EC partners can collect quality disability data that can be used for various purposes, such as informing their policies and programs, reporting to the international commitments (e.g. SDG4, CRPD), budgeting and provision of necessary services.

 

Following a training of trainers in 2023 and refresher trainings in 2025, a U-EC-wide data collection exercise took place, with over 50,000 children enumerated by June 2024. Based on experiences shared by the HI MEAL and inclusive education (IE) teams and the U-EC partners as reflected in this case study, gaps still exist within the U-EC when it comes to understanding the purpose and the correct application of the WGQs. The planned animated video will highlight the procedure and acceptable and unacceptable practices of data collection using the WGQs in addition to the training guide which will be shared with the U-EC partners. This process requires HI to procure the services of a videographer/animator who will produce the video by the end of September 2025. Copies of the video will be distributed to the U-EC partners who will use it to support their training for staff, enumerators and translators.

 

Expected output of the Service Provision:

The service provider will be expected to produce, the following product:

 

Videography

Using quality animation and editing software, the service provider will develop a 10-15-minute animated video that highlights the procedure of identification of children with functional difficulties using the Washington Group Questions (8 questions – UNHCR version), including:

  • English subtitles for English voiceovers (to be edited by HI before final production). The successful service provider should send samples of English voiceover narrators for HI’s selection and approval.
  • Include background music [royalty-free music], where relevant and necessary
  • Do audio repair of the selected clips where necessary [remove wind, external noise, etc.]
  • Audio design + mix stereo 2.0
  • Ensure branding of HI, the donor (ECW), and consortium members (Save the Children, FCA, ZOA, PIU, IRC, WCA, etc. to be provided by HI) at the beginning and at the end of the video.
  • Insert the Uganda Sign Language translation at the bottom right end of the video screen, appointed by HI.
  • Subtitles and sign language interpretation should run at the same speed

 

 

Target group:

The primary audience for the video will be U-EC partners, who will use the animated content to reinforce knowledge gained through face-to-face and/or virtual Training of Trainers. The video will also serve as a complementary resource during the training of staff, enumerators (e.g., teachers), and translators on the use of the WGQ.

Indirectly, the video will benefit other EiE partners beyond U-EC-implemented projects— particularly those planning to use the WGQs to identify and support children with disabilities.

 

The process to be followed to undertake the required service:

The following steps show the process of the required service:

  • As a first step, the preparatory meeting will be conducted to ensure a good understanding between the IE Project Manager (PM), the IE Capacity Building Officer (CBO)and the service provider team on objectives, possibilities, limits, and expectations (0.5 day).
  • HI’s CBO, with technical support from the IE Consultant will work with the contracted service provider to elaborate the storyboard for the animated video. A draft can be found in Annex 1. (1.5 days)
  • The service provider will submit sample animations and styles for HI to select (0.5 day). Use links below to see example animated videos from HI:

    • Challenges for HI (Remark: this video however lacks sign language interpretation)
  • The service provider will prepare and submit the first draft of the animated video on WGQs, using the finalized storyboard and the selected animation style, to the CBO within 3 working days. The CBO, with technical support from the IE Consultant, will provide initial input within 2 working days.

 

  • Within 2 working days after receiving HI’s inputs to the 1st draft, the service provider will edit and consolidate all the materials to produce the 2nd draft video and share it with the HI CBO for review. The CBO, with technical support from the IE Consultant, will send their inputs within 1 working day.
  • Within 2 working days upon the CBO’s and IE Consultant’s comments/ review, the service provider will develop the final draft video.
  • Submission of the final soft copy of the videos including editable files to the IE PM for final approval.

The steps mentioned above will be implemented under the overall guidance, support, and supervision of the IE PM and the CBO with technical support from the IE Consultant.

 

 

SERVICE DURATION AND LOCATION

Duration

The duration of this assignment is 12 working days, starting immediately upon conclusion of the service contract.

EXPECTED DELIVERABLES

  • One high-quality animated video of a duration of 10-15 minutes with English subtitles and Uganda Sign Language translation

 

 

OTHER INFORMATION AND CONDITIONS

The IE PM shall be the direct supervisor for this service provision while the CBO will be responsible for day-to-day communication with the contracted service provider. The IE Consultant will be responsible for the quality, accuracy and relevance of the contents. They will coordinate with the service provider on a detailed work plan for and implementation of the activity.

HI holds the copyright of the final product.

The service provider should submit the final video on a memory stick to the IE Project Manager

at HI’s Kampala Office.

 

 

Expertise required

  • Have good experience in producing animated videos with access to professional-grade video, audio, and illustration equipment
  • Able to produce high-quality animated videos on tight deadlines.
  • At least 3 years of proven technical experience for the animators/editors involved in the production.
  • Ability to include English language subtitling and a wipe for Uganda Sign Language translation. The audio, subtitle and Uganda Sign Language should be synchronized as much as possible with support from Uganda National Association of the Deaf.
  • Proven ability to meet deadlines. Technical requirements:
  • Broadcast quality full HD video
  • Professional sound recording
  • HD web files as final products
