About Organisation:

The Bank of Uganda (BoU) is the Central Bank of the Republic of Uganda. It was opened on the 15th August 1966. It is 100% owned by the Government of Uganda but it is not a government Department.  Bank of Uganda conducts all its activities in close association with the Ministry of Finance, Planning and Economic Development (MoFPED). Bank of Uganda is responsible for monetary policy and maintaining price stability.

Job Summary: Responsible for identifying climate related risks and conducting climate risk assessment, deployment of adaptation strategies, and risk management practices tailored to the unique operational context of a Central bank to ensure the continuity and resilience of critical functions and services in the face of evolving environmental threats and challenges.

Key Duties and Responsibilities:

  • Provide Technical input into the development of the Bank’s Climate Risk Management Framework aligned with the Bank’s Risk Management Framework and Policy.
  • Support the development of the relevant climate risk models, assessment tools & procedures and develop, monitor and track key climate risk indicators and metrics.
  • Conduct comprehensive assessments of climate-related risks and opportunities faced by the Bank, including physical risks, transition risks, and liability risks associated with climate change.
  • Conduct periodic scenario analysis and stress testing to evaluate the potential impacts of climate change on the Bank’s critical processes and operational resilience. 
  • Keep abreast of domestic and international regulatory and industry trends in Climate change, Nature, and Environmental Risk management to develop informed strategies to ensure risk management practices appropriately address these trends.
  • Develop and implement climate risk mitigation and adaptation strategies to enhance the resilience and sustainability of Bank’s operations and investment portfolios to climate – related threats and disruptions.
  • Provide technical guidance and support in the embedment of climate risk considerations into the relevant Bank’s policies, Processes & procedures, and Business continuity Management & Planning.
  • Provide input to the annual climate and ESG thematic risk assessments.
  • Provide the climate risk considerations input into the Bank’s Climate Change Task Force for Climate Change Disclosures report.
  • Support the sustainability implementation technical team in the development of the Bank’s climate and ESG data capabilities and implementation of the sustainability standards in general.
  • Engage with internal stakeholders, including departments, risk management teams and senior leadership, to raise awareness of climate-related risks and promote a culture of resilience and sustainability.
  • Perform other related duties as assigned by the supervisor.

Qualifications, Skills and Experience:




  • First Class or Upper Second Bachelor’s degree in Environmental Science, Climate Change, Environmental Risk & Sustainability Management, or any other relevant qualifications from a recognised institution.
  • Master’s degree in the listed fields above is an added advantage,
  • Relevant professional qualification in ISO 14001 and 31000 is an added advantage.

Work Experience

  • 5 to 8 years of working experience in Risk Management, climate risk management, sustainability, or environmental risk assessment.

Age

  • Applicants must be between 30.0 to 37.0 years of age as at close of the advert.

  • Experience in risk management, with a focus on climate risk assessment, sustainability, or environmental risk assessment and adaptation strategies.
  • Deep understanding of climate change science, climate-related risks, climate risk assessment methodologies, and regulatory frameworks governing climate risk management practices and their implications for operational resilience and business continuity.
  • Analytical skills with the ability to conduct scenario analysis, and impact assessments related to climate change and operational risks.
  • Excellent communication and stakeholder engagement skills, with the ability to collaborate effectively with internal and external stakeholders at all levels.
  • Problem-solving abilities, with a focus on developing practical and actionable solutions to mitigate climate-related risks to operations. 
  • Commitment to promoting environmental sustainability and social responsibility.
  • Leadership skills with the ability to inspire and motivate others to take action on climate change
