Job Title: Head Treasury and Financial Accounting

About Organisation:
The Uganda National Oil Company (UNOC) Ltd was established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream storage) Act, both of 2013 and incorporated under the Companies’ Act, 2012. It is a limited liability company wholly owned by the Government of Uganda. The overall function of UNOC is to handle the State’s commercial interests in the Oil and Gas industry and ensure that the resource is exploited in a sustainable manner.
Job Summary: Responsible for smooth operation of company- wide treasury management, review and approval of transactional accounting, financial reporting, financial analysis, liquidity management & investment management and ensuring a robust control environment.
Key Duties and Responsibilities:
- Coordinate the preparation of cash flow plans and forecasts.
- Identify, evaluate and recommend financing options for operations and projects.
- Manage the treasury investment portfolio and minimize idle cash.
- Manage the Company’s interest rate and Forex Exposure and minimize treasury risks.
- Produce and review Treasury reports and perform compliance activities.
- Manage the company’s banking portfolio to optimize the financing mix and efficient treasury operations.
- Maintain good working relationships with the banks/financial institutions.
- Monitor Inter-Company funding arrangements.
- Review financial models for the various projects or businesses.
- Coordinate the preparation of statutory accounts for UNOC, Uganda Refinery Holding Company and Uganda Pipeline Company in accordance with IFRS.
- Coordinate Periodic Petroleum Revenue reporting for both Operated and Non-Operated Assets for UNOC & its subsidiaries.
- Ensure compliance to the legal & regulatory framework.
- Prepare technical analyses of IFRS for new or evolving standards.
- Prepare monthly, quarterly and annual internal and external reports.
- Develop and implement of finance and treasury accounting policies and procedures.
- Design and/or approve efficient and effective business processes.
- Implement the controls framework within the organisation.
- Maintain the risk register for the department.
- Maintain the integrity of financial information.
- Co-ordinate and ensure smooth internal and external/ statutory Audit exercises.
- Maintain the Financial Compliance check list.
- Follow-up on Finance control issues raised in various audits and inspections and ensure agreed action items implemented on a timely basis.
- Review monthly Joint Interest Billings & Cash Calls of JV Partners.
- Ensure UNOC meets its financial compliance requirements as per the Upstream, JOA(s) & Midstream governance mechanisms.
- Participate in periodical TPMs, FTMS, TCMs & FCMs.
- Coordinate the update of the Non operated assets structure.
- Participate in the review, negotiations & implementation of Joint Venture Partner Agreements.
- Support Joint Venture Partner Audits.
- Maintain the Company’s Chart of Accounts, Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS)
- Follow up on Cost Recovery Audits and related issues for Non-Operated Assets in line with the PSA provisions.
- Coordinate cost control and budget monitoring for UNOC and its subsidiaries to avoid over expenditures.
- Lead, develop, coach and mentor the team under supervision.
- Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s).
Qualifications, Skills and Experience:
- Bachelor’s Degree (Hons) in Commerce, Finance, Business Administration, Accounting or relevant related fields from a recognised University.
- A Master’s degree in Business Administration or any other relevant discipline.
- Full Professional Membership (ACCA, CPA, CMA, CIA)
- A Minimum of ten (10) years working experience in a busy and reputable organization of which 5 years should have been attained at a Managerial/ Senior Level
- Demonstrable experience in the implementation of robust strategy development frameworks for dynamic corporate organisations.
- Demonstrable analytical skills, having the ability to analyse, refine, summarize, and clearly present data and information.
- Good knowledge of Oil & Gas Operations.
- Proficiency in MS Office Applications and use of Enterprise Resource Planning systems (ERPs).
