The main target group for Global’s work in Uganda are youth and young adults. We consider young people core to global development and our work strengthens the voice of young people, both men and women, so that they can influence unjust policies and contribute to democratization of power structures. Global works on four main thematic areas: Just Peace, Gender Equality, Reduced Inequalities, and Climate Action. The topics are chosen because they are important to our target group, have a distinct rights-based focus, and are informed by the thematic priorities of the World YWCA and the World Alliance of YMCAs. Global has since September 2016 implemented a UNSCR 1325 project in Kiryandongo and Adjumani Refugee Settlements. The project integrates psychosocial support with peace building, economic empowerment, and advocacy

Job Summary: The Finance & Administration Officer is responsible for overall financial planning, comprehensive financial monitoring and reporting, maintaining financial, administrative services and support YGlobal Uganda operations. Additionally, the Finance Officer will oversee general administration;

Ensure compliance to finance policies and procedures, supervision and Capacity Building, of the finance team and program team on financial processes.

Key Duties and Responsibilities:

  • Management and Administration of finances, logistics and partner relations
  • Prepare and maintain financial forecasts
  • Design and execute appropriate finance tools
  • Support in budget planning of Global annual budget and for fund raising
  • Manage relationships with donors and other partners
  • Coordinate bid evaluation and procurement process ensuring proper documentation of the process
  • Assist in the planning, implementation and follow-up of practical aspects related to workshops and training organized by Global
  • Assist in Management of personnel records in close liaison with Program Manager.
  • Oversee travel arrangements and monitor travel expenditure.
  • Ensure compliance with relevant local labour regulations and with internal policies, Finance, accounting, monitoring and reporting
  • Ensure efficient financial accounting, budget management and expenses monitoring and reporting
  • Prepare and submit quality financial reports (monthly, quarterly and annually) using accounting software.
  • Implement internal financial controls & payment processes to always achieve value for money.
  • Ensure timely liquidation of expenses.
  • Prepare and provide cash management to ensure the availability of funds for operation
  • Ensure proper documentation of all financial transactions.

Qualifications, Skills and Experience:




  • The applicant must hold a university degree in Commerce, Statistics, Economics or related field; master’s in business administration, Finance or Human Resource is preferred. Should be a holder of CPA, ACCA or other internationally accredited professional accounting bodies.
  • At least four years’ work experience in financial management and accounting, planning processes,
  • performance management, monitoring and evaluation, capacity building in national or international nongovernmental organizations.
  • Experience in designing and managing budgets and the corresponding International NGO’s acceptable reporting formats.
  • Have experience with donor guidelines compliance.
  • Expertise in using various accounting packages or software.
  • Experience in management of dynamic staff
  • Experience in managing multi-donor projects
  • Experience in managing sub grants
  • Experience in procurement, stores and fleet management.
  • Experience from refugees work environment is highly desirable.
  • Knowledge of main local languages spoken in the area of Kiryandongo and Adjumani refugee settlement in an added advantage
