Mbarara University of Science & Technology (MUST), commonly known as Mbarara University, is a public university in Uganda. Mbarara University commenced student intake and instruction in 1989. It is one of the eight public universities and degree-awarding institutions in the country. MUST is accredited by the Uganda National Council for Higher Education.
Job Summary: The Dean of Students shall be responsible for the welfare and discipline of students.
Key Duties and Responsibilities:
- Advising the Vice Chancellor and other University Management on matters relating to student welfare and discipline.
- Initiating the development, review and implementation of policies guiding the welfare of students.
- Leading the planning and budgeting for the Department.
- Directing the supervision and control of the Halls of Residence and all matters related to the accommodation.
- Enforcing University rules and regulations and all matters related to students’ discipline
- Developing appropriate strategies and relevant mechanisms for mitigating and managing student conflicts and strikes.
- Work closely with the University Bursar to prepare Annual Budget Estimates for student activities.
- Directing matters related to the operations of the Students Guild.
- Coordinating, accrediting and guiding the activities of Student Associations.
- Managing the student information services.
- Overseeing the provision of Gender, Disability and other special needs services to students.
- Overseeing the delivery of welfare services to students including health and sanitation.
- Overseeing the Counselling and Guidance function in giving Students appropriate counselling, guidance, and advice.
- Work in collaboration with University Chaplains and Imam on all policies related to the organization and arrangement of places of Worship.
- Coordinating student leadership and career development events.
- Establishing and monitoring channels of communication between students and management and amongst students themselves.
- Directing the planning, budgeting and expenditure of the guild leadership.
- Directing the organization and management of student sports, games and recreational activities.
- Assisting the University Secretary in providing secretariat services to the Students Welfare and Disciplinary Committee of Council.
- Accrediting and advising on student accommodation outside the University campus and mediating between facility owners and students for provision of affordable and acceptable services.
- Setting performance targets, supervising and appraising staff of the Department.
- Performing any other duties that may be assigned from time to time by the Supervisor.
Qualifications, Skills and Experience:
- Must have a Master’s degree in either Counselling, Psychology, Sociology, Education, Human Resource Management, or a related field from a recognized institution of higher learning.
- An Honours Bachelor’s Degree from a recognized Institution.
- Should have at least ten (10) years working experience in a reputable institution of higher learning, five (5) of which should have been at senior management level.
- Past experience of at least four (4) years working with Students in a University or similar Institution will be an added advantage.
- Should have high integrity with excellent communication, leadership and people skills.
- Should be a mature person with the ability to understand student behavioral patterns, group dynamics and inspire disciplined behavior.
- Should have high emotional intelligence and the ability to critically analyze divergent student issues, problems, act proactively and concretize or establish appropriate solutions.
- Should have broad knowledge about University procedures and regulations relating to student affairs.
- Should have broad knowledge of the process and practice of arbitration, mediation and facilitating negotiation.
- Should be computer literate.
- Age: Should be between 40-50 years of age at the time of taking up the Appointment in January, 2026.
