Project Context and Scope:
The international border between the Democratic Republic of the Congo (DRC) and the Republic of Uganda has notably been affected by armed conflict over 20 years. Borderlands, particularly on the DRC side, have historically been faced with various drivers of conflict linked to customary power, identity problems, and the management of land and natural resources. As a result of the cyclical conflicts and instability, the border areas shelter large numbers of Congolese refugees on the Ugandan side and displaced populations on the Congolese side.
Despite significant opportunities of cross-border trade and development, intra-regional trade is constrained by limited infrastructure, inter-community tensions, and high levels of corruption, which are facilitated by the continuous conflict, displacement, and insecurity. The highly porous border area is therefore primarily marked by informal trade, smuggling of goods and human trafficking, facilitated by multiple local stakeholders, including “smugglers,” who have good knowledge of unofficial border posts and illegal routes.
In this context, International Organization for Migration (IOM) Uganda received funding from the European Unit (EU) to implement the outcome of reducing conflict and tensions within and among local border communities of Uganda and DRC. Additionally, the initiative aims to strengthen community and cross-border conflict resolution mechanisms to ensure their operation and functionality in preventing and mitigating conflicts in borderland areas.
Job Summary: This Terms of Reference (TOR) outlines the scope and deliverables for hiring a technical individual consultant to assist in developing a working TOR for cross-border committee on conflict prevention, management, and resolution. The consultant will also develop a TOR for local community dialogue structures to play a key role in social cohesion. Additionally, the consultant will be responsible for Training women and men members of community-based structures and gender champions as Trainer of Trainers (ToT) on conflict management, peaceful transformation, and positive masculinity. The consultant will also organize capacity-building activities for border officials on gender-sensitiveness, human rights, and GBV to enhance their conduct
Performance indicators for the evaluation of results
- Finalized TOR document for conflict prevention, management, and resolution mechanisms.
- Finalized capacity-building and IEC materials package
- Approved training modules and IEC materials submitted.
- Satisfactory completion of tasks indicated in the ToRs including relevant reports presented
- Completed post-training evaluation reports demonstrating learning outcomes and feedback from participants.
Qualifications, Skills and Experience:
- Advanced university degree in a relevant field (International Development, Social Sciences, Gender Studies, or a related field), or an equivalent combination of education and professional experience from an Accredited University.
Experience
- At least 5 years’ relevant experience in community peacebuilding, conflict transformation, or cross-border initiatives and capacity building.
- Demonstrated experience in facilitating inclusive dialogue and working with marginalized or vulnerable groups.
- Proven understanding of migration issues and experience in preparing written reports and public presentation.
Skills
- Excellent policy research, analytical, and writing skills.
- Experience in developing research tools will be an added advantage.
- Experience in stakeholder engagement especially with government and private sector.
- Knowledge of the geographical scope of the Borderland areas of Goli and Vurra.
- Proven ability to produce quality work accurately and concisely according to set deadline.
- Languages
- Fluency in English
- Fluency in Alur and Lugbara is an added advantage
- IOM’s official languages are English, French and Spanish.
- Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
