Job Summary: The Senior Programme Officer will play a key role in supporting the expansion of CWTL in Isingiro and potentially other districts. Working closely with the Country Scaling Lead and the District Local Government, this role will oversee the implementation of the full-school delivery model, ensure smooth coordination with school-level stakeholders, and contribute to programme monitoring, training, and quality assurance efforts. This position is ideal for a programme officer with strong operational experience, familiarity with government systems, and a hands-on approach to field implementation in education programs.

Key Duties and Responsibilities:

District-Level Implementation & Coordination

  • Coordinate implementation activities in Isingiro district and support the roll-out of the full-school model in targeted schools.
  •  Coordinate with District Local Government (DLG) officials and school leadership to align on implementation timelines, training schedules, device management protocols, and ongoing quality assurance processes.
  • Provide support to district education officials involved in CWTL supervision and follow-up.

Training & Capacity Building

  • Support planning and facilitation of ToT and refresher sessions, including for new schools and grades.
  • Work with school-level actors to ensure integration of CWTL into class timetables and alignment with the MoE requirements.
  • Assist with the orientation of new stakeholders and provide ongoing implementation coaching and feedback.

Monitoring, Maintenance & Troubleshooting

  • Conduct regular school visits to observe implementation, gather feedback, and document challenges.
  • Coordinate tablet and hardware maintenance workflows in collaboration with district officials and school team.
  • Monitor use of solar charging solutions and support resolution of basic technical issues at school level.

Data Collection & Reporting

  • Support monitoring of programme fidelity through use of CWTL quality assurance tools, KPI dashboards, and tablet usage data.
  • Assist DLG in tracking school performance and supporting schools with low uptake or irregular implementation.
  • Compile weekly/monthly updates and field reports for the Country Scaling Lead and global team.

Qualifications, Skills and Experience:




  • Bachelor’s degree in Education, Development Studies, Public Administration, or a related field.

Experience:

  • At least 3-5 years of relevant experience in programme coordination, education delivery, or district-level implementation.
  • Proven track record of working with government partners, especially District Local Government structures.
  • Familiarity with EdTech or digital learning programmes is an asset.

Skills & Competencies:

  • Excellent coordination and communication skills with an ability to build trusted relationships.
  • Strong attention to detail and a proactive problem-solving approach.
  • Comfortable with basic data collection tools (Google Forms, Excel, or Kobo).
  • Ability to work independently in low-resource and remote environments.
  • Fluency in English; local language fluency is a plus.

Other Requirements

  • Based in or willing to travel regularly to Isingiro district.
  • Willing to travel to Kampala and other regions occasionally for workshops or reviews.
  • Commitment to War Child’s values and safeguarding principles.
