Uganda Railways Corporation (URC) is a body corporate established under an Act of Parliament to construct, operate and maintain railway, marine and road services both inside and outside Uganda for the carriage of passengers and goods. As a result of privatisation of operations, the mandate of URC changed from that of an operator to that of asset holder, concession monitor and advisor on railway technical matters.
Job Summary: To support the execution of procurement activities by managing the end-to-end procurement processes for assigned categories or projects, ensuring value for money, adherence to legal and regulatory frameworks, and timely delivery of goods, services, and works.
Key Duties and Responsibilities:
- Coordinating and monitoring activities for the performance of the Procurements.
- Carry out Procurement and Disposal Planning for the entity, coordinate the departmental plans and overall organizational procurement plan.
- Coordinate and monitor the entity’s procurement and disposal function in line with the PPDA Act and Regulations and Donor funded Regulations.
- Coordinate and supervise the tendering process in line with PPDA Regulations and Donor funded Procedures.
- Preparing appropriate Bidding Documents and managing entire procurement processes.
- Coordinate preparation of monthly procurement Management Information Reports.
- Monitor procurement expenditure in comparison with the organizational budget.
- Facilitating the operations and preparing reports for the Contracts Committee.
- Ensuring that URC list of providers is up to date and managing Evaluation Committee.
- Ensuring proper Record keeping and safe custody of Procurement and Disposal documentation.
- Conduct Procurement training and development of needs assessments and Coordinate training activities in liaison with PPDA, HR and other stakeholders.
- Managing the relationship with all the stakeholders in the procurement process and guiding them on the procedure for Bidding during pre-bid meeting.
- Participation in Project Developments and drafting the Procurement Plan inline with the Donor Requirements.
- Drafting bid notices (Advertisements) addendum, best evaluated bidder and contract award notifications.
- Preparing, Updating and Managing the Procurement track of all the Projects and follow up for monitoring and management.
Qualifications, Skills and Experience:
- A Bachelor’s Degree in Procurement and Supply Chain Management, Business Administration, Commerce or other related discipline from a recognized University.
- Master’s Degree in Procurement, Economics, Business Administration, Project Planning and Management or related discipline is an added advantage.
- Must be a member of a recognized Professional Body such as Institute of Purchasing Professionals of Uganda (IPPU)and Chartered Institute of Purchasing and Supplies (MCIPS).
- A certificate in Contract Management and specification Development is an added advantage.
- Good Knowledge of Computer Software Systems and Procurement Systems.
Experience
- A minimum of six (6) years of experience in undertaking Procurement in the Public Sector, at least three (3) years working as a Procurement Officer.
- Previous experience in processing high value contracts subject to international competition, Donor Funded Procurement Procedures and in working with multi-Sectoral teams is an added advantage.
- Working knowledge of the PPDA Procurement Rules and Procedures.
- Should be below 45 Years of Age.
