Job Summary: The Project Officer will be responsible for the implementation of the Girls in Crisis: Deepening Impact project for the improved access to quality health and protection services, increased economic opportunities and enhanced support for positive social norms for 10,000 adolescent girls and young mothers, and 5,000 adolescent boys and young men in Ugandan refugee settlements and the surrounding host communities of Adjumani district in West Nile region. The incumbent will be accountable for the delivery of designated aspects of the project on time, scope, and budget as per project management standards.

Role dimensions:

The Project officer will be responsible for planning, implementing, monitoring, and providing technical support to the project mentors, 2 implementing partners, Youth Saving Groups, district stakeholders, and community structures in the delivery of protection, SRHR and Economic empowerment services to Adolescents, young mothers and partners of young mothers in the selected refugee settlements.

The Project Officer plays an important role in ensuring that all trainings/sessions for adolescents, young mothers, partners of young mothers and parents/caregivers for adolescents are delivered on time and by standards

The role is not responsible for managing a departmental budget

The major challenge of the role is to achieve project goals on time and to standard, adaptively managing the project to optimize PlU’s beneficial impact on vulnerable children and youth, especially girls. This requires the job holder to:

  • Have accountability for the implementation of the project
  • Implement tasks on track in their activities, in dynamic and changing environments with multiple stakeholders
  • Have communication and interpersonal skills to deal with various stakeholders at local levels Level of contact with children 

This position has been classified as “high contact”: Significant interaction with children

Key Duties and Responsibilities:

KRA 1: Communicating for Influence

  • Work closely with the communication Officer to carry out communication activities as per the communication strategy
  • Support the Programme area with the preparation and dissemination of communication materials to the various stakeholders including adolescents, young mothers, partners of young mothers, parents of adolescents, community structures, and other stakeholders.
  • Mobilise communities to conduct community awareness meetings about Plan programs and projects
  • Managed the existing community feedback mechanisms established to obtain feedback from project participants and provide timely feedback to project participants on issues raised.
  • As may be requested, gather and share case studies, write up Most Significant Change stories, and profile the impact of projects
  • Represent Plan International at various forums and meetings at community and district level to increase visibility of Plan International Uganda’s work in humanitarian settings
  • Work closely with the Communication Officer to identify, prepare and coach adolescent girls and young mothers to actively participate in events and forums, empowering them to voice their concerns.

KRA 2: Ensuring Impactful Implementation

  • Prepare comprehensive Project Annual Plans based that align with the phased project budget, procurement plan and Detailed Implementation Plan (DIP) in accordance with PIU requirement and facilitate effective project implementation
  • Work collaboratively with district, sub county and community structures to ensure timely and quality delivery of Livelihood, SRHR, Agency and Leadership interventions in compliance with donor guidelines and requirements.
  • Provide mentorship and coaching to women-led organizations to effectively deliver on SRHR and Social norms interventions to meet quality standards.
  • Effectively manage the day-to-day implementation of the Livelihood, SRHR and Leadership project operations, ensuring adherence to approved annual plan, phased budget, procurement plan, donor requirement, essential standards and policies.
  • Work in collaboration with other project team to organize community awareness and sensitization sessions about the project and Plan programs.
  • Support colleagues in logistical and administration work related to projects and collection of project data that will result in accurate budgeting and resource utilization for the project
  • Ensure efficient utilization and timely accountability of funds and other resources allocated in accordance with grant conditions.
  • Foster and maintain strong, collaborative relations with government agencies at district and sub-county levels project partners, OPM, UNHCR and other relevant stakeholders
  • Support in conducting due diligence on existing and potential partners to assess their capacity and compliance.
  • Work with MER Officer to monitor and report on project activities, ensuring data accuracy and completeness.

KRA 3: Risk, Compliance & Accountability

  • Support the identification and management of risks, in particular those associated with procurement, finances, safeguarding, and staff health, safety and security:
  • Assist the project team in complying with the risk management framework relating to PIU’s projects
  • Participate in and cooperate with audits, including maintaining and updating the audit tracker
  • Support project stakeholders conduct quarterly project monitoring and support supervision visits and meetings.
  • Implement the policies and Plan International’s Code of Conduct (CoC) to all areas of work, and concerns promptly reported and managed in accordance with the appropriate procedures

KRA 4: Safeguarding, Gender Equality & Inclusion

  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Qualifications, Skills and Experience:




  • A Degree in Development Studies, Social Works & Social Administration, Social Sciences, Education and humanities. Certificate in project planning and management is an added advantage
  • At least 3 years’ experience in implementing Protection, SRH and Youth Economic Empowerment programs preferably with an International Non-Governmental Organization in humanitarian context
  • Extensive knowledge and understanding of adolescent/youth programming is desired with a demonstrated experience working collaboratively managing projects with skills in effective management, financial/budget management.
  • Strong understanding of disability inclusion, gender-responsive programming and meaningful child participations in programs.

Skills & Knowledge

Critical Business Management Competencies

  • Good understanding of broad trends in the development and humanitarian sector and key external organizations relevant to the [thematic area of the job].
  • Experience in using project management principles and practices to lead significant projects; ensuring the achievement of results on time and to standard
  • Good understanding of financial and procurement systems, with a good track record of complying with relevant procedures and controls.
  • Good analytical skills as required to obtain and process information and numerical data from a range of sources and use the insights gained to inform decisions or communications.
  • Good written and spoken communication skills, with the ability to effectively adjust content and presentation so as to connect with an audience.
  • Track record of leading a team to work effectively together, using negotiation and mediation techniques to manage conflict, and ensuring that diverse perspectives and viewpoints are welcomed.

Critical Technical Competencies

  • Experience in the project management cycle and a track record of successful delivery of impactful projects
  • Demonstrated experience in coordination and communication skills in the humanitarian setting Demonstrated experience in reporting and documentation
  • Excellent interpersonal skills, including the ability to work in a complex environment.
