Job Summary: We are seeking a Procurement Lead to oversee the strategic procurement, contracting, logistics, and facilities operations across The Innovation Village. You will lead the full procurement cycle, ensure compliance with regulatory and internal policies, manage vendor relationships, and optimize cost-efficiency and quality of services.
This role requires a forward-thinking, highly organized procurement professional who can balance operational excellence with long-term supplier strategy. You will collaborate across departments and locations, enabling seamless project execution while ensuring transparency, value-for-money, and risk mitigation.
Key Duties and Responsibilities:
Strategic Procurement Management
- Develop and oversee the implementation of the annual procurement strategy and framework aligned with the organization’s operational and project needs.
- Lead organization-wide procurement planning, consolidating department needs, forecasting demand, and ensuring timely sourcing and delivery.
- Manage the end-to-end tendering process including bid solicitation, evaluations, negotiations, and contract awards.
- Develop procurement policies and ensure consistent application across all TIV locations and projects.
Vendor and Contract Management
- Build, evaluate, and maintain a vetted and high-performing supplier base with clear performance criteria.
- Lead contract negotiation and management, ensuring favorable terms, risk mitigation, and compliance.
- Monitor supplier performance and conduct regular reviews to ensure adherence to service-level agreements.
- Resolve disputes and drive continuous improvement in supplier performance and value delivery.
Compliance & Risk Control
- Ensure all procurement activities comply with internal controls, PPDA regulations, donor requirements, and ethical standards.
- Maintain an up-to-date procurement manual and train staff across departments in procurement compliance and accountability.
- Coordinate audits related to procurement and implement recommendations to strengthen systems and mitigate risks.
Logistics & Inventory Oversight
- Oversee inventory management systems to ensure real-time, accurate tracking of assets, supplies, and materials.
- Guide the management of procurement logistics including delivery timelines, customs clearance, and transportation.
- Ensure appropriate stock levels and proactive replenishment to avoid disruptions in operations.
Facilities and Asset Management
- Oversee maintenance of all physical spaces across Innovation Village hubs, ensuring efficient utilization, repair, and cleanliness.
- Support the development of pricing models for co-working spaces and develop revenue generation strategies for facility rentals.
- Monitor occupancy, create member databases, and enhance customer value propositions through facilities improvements.
Reporting & Budget Management.
- Track and report on procurement KPIs and trends, highlighting cost savings, supplier performance, and policy compliance.
- Collaborate with Finance to reconcile procurement expenditures with budgets and supplier accounts.
- Provide weekly and monthly reports on procurement activities, risks, issues, and strategic insights to leadership.
Qualifications, Skills and Experience:
- Bachelor’s degree in Procurement & Supply Chain Management, Logistics, Business Administration, or a related field.
- Professional certification (e.g., CIPS, CSCP) is a must.
Experience:
- Minimum of 7 years of progressive experience in procurement and supply chain management, with at least 4 years in a supervisory or lead role.
- Demonstrated experience managing procurement for complex, multi-stakeholder environments.
- Knowledge of PPDA procurement laws and donor procurement compliance requirements.
- Experience with ERP systems, procurement software, or inventory tools.
