Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.
Job Summary: Review and monitor the implementation of M & E management systems and guidelines for measuring and tracking projects performance & impact and manage the utilization of data and information to guide the implementation of the projects.
Key Duties and Responsibilities:
- Develop and monitor the use of M&E tools and frameworks for tracking progress and the impact of the project.
- Develop and monitor the implementation of project guidelines for data utilization and feedback mechanisms internally and externally in the districts which includes organizational periodic team reviews to improve project thematic performance.
- Develop and monitor the implementation of the capacity building plan for M&E in cluster teams and project supported sites.
- Develop a system and procedures for generating timely and quality project reports to key stakeholders.
- Develop and monitor adherence to standard operating procedures (SOPs) for data management and use in line with Baylor Uganda M&E guidelines.
- Supervise and appraise the M&E officer in line with Baylor-Uganda performance management guidelines.
- Develop and maintain a competent & motivated team of M & E staff.
Qualifications, Skills and Experience:
- A degree in Statistics, Demography, or Quantitative Economics with a Master’s in Statistics or Quantitative Economics or any other relevant Master’s;
- Formal qualification in project monitoring and evaluation; At least 5 years of experience in the log frame approach in planning, monitoring & evaluation, and application of qualitative and quantitative M&E methods with a reputable International or local NGO.
- Knowledge of statistical analysis and data management packages of MS Access, MS Excel, STATA, SPSS, and EpiDATA. Demonstrated research experience and skills, complemented by collaboration with diverse types of partners, including government and donor representatives, is an added advantage.
