About Organisation:
The Capital Markets Authority (CMA) is a statutory body, established in 1996 by the Capital Markets Authority Act (Cap 84) as amended, to promote, develop and regulate the capital markets industry. CMA is governed by a Board of Directors appointed by the Minister of Finance, Planning and Economic Development. The work of the CMA is also governed by the Securities Central Depositories Act, 2009 and the Collective Investment Schemes Act, 2003.
Job Summary: The job holder will be responsible for the provision of technical support in the delivery of legal advisory services , implementation of the legislative drafting strategy of the Authority and conducting research for the development of laws aimed at ensuring the capital market in Uganda is safe, efficient and vibrant.
Key Duties and Responsibilities:
- Undertake legal research to support the review and development of capital markets laws. And other areas assigned.
- Prepare contracts and other legal documents to protect the interests of the CMA.
- Organize stakeholder engagements.
- Formulate and draft legislation, guidelines, circulars and notices on behalf of the Authority.
- Represent the CMA as part of the legal team during the course of litigation and prosecution.
- Represent CMA in taskforces, working groups and other forums.
Qualifications, Skills and Experience:
- An honors Bachelor’s degree in Law from a recognized institution/ University
- A post-graduate diploma in legal practice is required.
Experience and Skills
- At least 03 years post qualification in-house legal practice experience in an organization within the financial services industry; or in private practice
- Demonstrable experience in legislative drafting and review
- Good analytical and problem-solving skills.
- Good legal drafting skills.
- Strong communication and presentation skills. Ability to work within and with teams

- Ability to handle a diverse workload and multiple simultaneous activities under minimum supervision.
- Self-motivated and results driven with ability to deliver effectively under pressure.
- Ability to work within and with teams.
- Strong ability to persuade all levels of management and external stakeholders.
