Job Title: Finance and Administration Manager

About Organisation:
Uganda Nurses and Midwives Council is a semi-autonomous Health Professional Regulatory and Supervisory body under the Ministry of Health established by the Nurses and Midwives Act, 1996 (CAP 274) with the mandate to regulate the standards of the nursing and midwifery professions in Uganda for public safety.
Job Summary: To provide technical leadership and guidance in the management of financial resources and the administration of the Council.
Key Duties and Responsibilities:
- Developing, planning, and implementing goals and objectives for the Finance and Administration Department, administering internal policies and procedures related to departmental programs.
- Coordinating the preparations of departmental work plans and budgets.
- Maintaining accurate and up-to-date accounting and financial records in compliance with regulatory requirements and coordinating a responsive and efficient administration function, preparing Budget and quarterly reports.
- Advising the Registrar on Administrative matters.
- Supervising the procurement unit to ensure that procurement processes are transparent and timely.
- Coordinating the IT function for adherence to set policies and procedures.
- Providing technical guidance in the recruitment, training, and performance management
- Coordinating the management and maintenance of assets and stores in accordance with the institution’s asset management framework
- Providing technical guidance in the establishment and management of institutions’ registry
- Supervising and appraising staff.
Qualifications, Skills and Experience:
- Honor’s Bachelor Degree in Finance and Accounting, Business Administration/Studies (Accounting Option) or Commerce (Accounting Option), statistics, or economics from a recognized University or institution plus full professional qualification in Accounting such as ACCA, APA, ACIS or CIMA obtained from a recognized awarding Institution/Body accredited by ICPAU
- Master’s degree in either Business Administration, economics, Management, or public administration
- Certificate in Administrative Law.
- Experience: At least six (6) years working experience, three of which should have been served at a senior accountant level or an equivalent level from a reputable organization.
