The organisation has the commendable experience working in partnership with a number of donors, (institutional and corporate agencies) including; Norwegian Agency for Development Cooperation (NORAD), Austrian Development Corporation (ADC), Grieg Foundation, ERIKS Development Partner, USAID/Bantwana World Education, European Union, AVIS Foundation, Brand Charity, USAID/Uganda Private Health Support Program (UPHSP), Terre des Hommes (TDH), Stanbic Bank Uganda, DHL–Go Teach, Madhvani Group of Companies.
Job Summary: Oversee day-to-day implementation of all FS program activities and providing constructive supervision to the program team to implement, monitor, and evaluate work plans including monitoring & evaluation mechanisms as agreed with the Program Director in coordination with National Program Coordinator. Ensure that the objectives of all Family Strengthening Program are met in a timely manner and are being monitored and evaluated effectively; ensure that project team receive appropriate mentorship and capacity building and that a positive team spirit is fostered encouraging innovative and quality programming. Directly manage and provide technical support to staff, networks and partnerships, liaise with local authorities, and contribute to program design and implementation.
Key Duties and Responsibilities:
Project Implementation and Management
- Support the program team in timely quality implementation, monitoring of the work plans and commitments SOS made to the donor and the community reporting ensuring that activities are in line with the projects’ strategy and reflect the work with Program and the program team to plan for future program directions in terms of beneficiary needs, new sites, and / or new programs.
- Lead the development of program annual plans and budgets relevant to the attainment of budgets, program goals as supporting the timely implementation of the approved annual plans and lead the review of budget against actual expenditure monthly with the team, ensuring timely and accurate feedback to the Finance department.
- Ensure compliance with SOS and donor finance and logistics guidelines, including all aspects of procurement and asset management.
- Contribute to assessments, projects’ design, and budgeting.
- Ensure the projects are in compliance with SOS, donor and national requirements.
- Determine Program Participants and provide support to program participants for Self-reliance.
- Establish clear vulnerability criteria to prioritize cases from within the given target group in accordance with the vulnerability level, in consultation with the key community stakeholders.
- Review initial assessments of the families of potential child participants and recommend participants to the Family Strengthening Management Committee.
- Guide the implementation of the Family Development Planning (FDP) process with a view to entrenching it in all community interventions implemented by SOS.
- Monitor the implementation of FDP and provide on-going support towards its effective implementation.
- Review recommendations for exit of families / or individual children from the program.
Networks/ Partnership development and management for Sustainable Communities
- Formalize partnerships with community-based partners, developing together a memorandum of understanding outlining roles and responsibilities.
- Support community-based partners to develop a clear plan for capacity development and provide relevant support towards realization of the plan.
- Build strong partnerships with other stakeholders for the provision of support services to the target group with a view to anchoring services with the most appropriate service provider.
- Support the development of strong local networks to provide comprehensive ‘safety nets of relevant support services, as well as alliances for the promotion and protection of child rights
- Participate in district and regional networks organized events.
Project Monitoring and Evaluation
- Ensure appropriate M&E activities are carried out regularly by the project team in all sectors (data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform project (re-)design).
- Support the Monitoring Evaluation and Learning Officer to develop, adapt and implement appropriate M&E systems that enhance program effectiveness and quality.
- Support in Identifying gaps in M&E systems and make recommendations for improvements.
- Ensure timely submission of all program reports, quality of program data and proper archival of program information.
- Conduct regular meetings with project team and community members to assess progress
- Financial management and systems toward objectives, discuss issues and assist in finding solutions to challenges identified.
- Review program budgets and ensure appropriateness and alignment with donor regulations and project budgets including annual budgets.
- Work with Finance and the assigned program budget holders to ensure close management of relevant budgets and expenditures in compliance with donor guidelines and management account feedback.
- Prepare program portion of funding proposals’ budgets in collaboration with Finance and relevant program staff and respond to or act upon reviews of all donors’ financial reports for compliance and accountability.
- Ensure procurement plans are in place for each project and program according to program budgets & budget narratives.
- Support develops effective systems and logistical support to programs, ensuring program team understand and comply with SOS finance and procurement Procedures & Policies.
Human Resource Management and Development
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable team to successfully perform in their positions.
- Supervise and mentor direct-report team, including communicating clear expectations, setting performance objectives, establishing a supportive environment while emphasizing documented annual and semi-year performance reviews.

- Ensure proper staff performance management processes are undertaken and maintained with people management responsibility, ensuring that all processes are properly documented.
- Ensure that work within the program team(s) is planned and organized in a way which will meet the organization’s needs in the most cost-effective manner, ensuring that team members are given appropriate workloads and are working efficiently.
- Provide direct supervision of the program team, ensuring recruitment, staff orientation, leave management and exit management processes are carried out timely and in line with relevant policies and procedures.
- Ensure that key stakeholders, including staff and Key Implementing Partners are made aware of safeguarding measures and are supported in implementing them.
- Ensure that safeguarding is integrated in all management processes including team meetings, annual planning process, field-level monitoring, IWP, IDP, performance agreements, etc.

Qualifications, Skills and Experience:
- The ideal candidate should possess at least a bachelor’s degree in Community or Organizational Psychology, Social Sciences, Social Work and Social Administration, Development Studies, or a related field, with a postgraduate or master’s degree in Project Management, Development Studies, Monitoring and Evaluation, or Human Resources considered an added advantage;
- Have over 5 years of proven experience in community development with non-governmental organizations, particularly in managing programs related to Child Protection, Gender-Based Violence, Livelihoods, WASH, and Education;
- Demonstrate strong competencies in working with government agencies and advocating for child rights, establishing relationships with partners and stakeholders, programming in child protection and gender advocacy, implementing community initiatives on VAC and VAW, engaging with youth, monitoring and evaluation using RBM approaches, proposal development, team leadership, and advanced computer literacy, while also being flexible, patient, and able to perform under pressure in a dynamic environment.
