Job Summary: The Director of Finance provides overall leadership, oversight, and management support for all aspects of financial management in the organisation. This position is part of the Country Leadership Team, with a focus on ensuring accountability, compliance, and stewardship, coordinating financial planning, and developing financial strategy. The role provides overall leadership of the finance team based in five field offices of Kamuli, Lira, Country office located in Kampala (Housing the Kampala Urban Programme), Nebbi, Arua, Koboko, Adjumani, Yumbe and Kyangwali and provides adequate management information to members of the Country Leadership Team and project/program managers.

The role involves considering the financial implications of both strategic and operational plans, advising management on how to achieve optimal value for money; considerable forward thinking and analytical thinking required to achieve cost optimization

This position is responsible for reviewing the entire organisation budget of around €12-14 million annually and leads to deliver quality accurate and timely financial transactions. Additionally, the job holder is responsible for ensuring that financial systems, procedures and controls result in efficient utilization of resources and effectively manage risk.

The key challenge for this position is strategic planning and budgeting accuracy and compliance in financial management, reporting and cost recovery to achieve cost optimization.

Some independent analysis and decision-making is required to address problems where financial laws, regulations, policies and procedures do not provide suitable guidance and where there is significant risk exposure

The Head of Finance will deal with large, unusual and complex transactions and ensure these are managed appropriately and effectively whilst mitigating risk

The position is required to deal with partner organizations and government to ensure accuracy and compliance with financial laws, regulations, policies and procedures where there is often limited capacity

An ability to arbitrate between parties and to find solutions to difficult financial

issues is necessary

Key Duties and Responsibilities:

KRA 1: Strategy, Planning & Budgeting

  • As a member of the Country Leadership Team, support the department in operational planning and budgeting; facilitate decision making to optimize value-for-money in the deployment of resources:
  • Analyze internal and external financial information and trends in external funding to identify issues that might impact on the financial wellbeing or viability of the organisation such tax compliance which remains one of the highest risks of the organisation.
  • Contribute to the development of Strategic and Annual Business plans and Project Plans, advising management on resource implications and drawing attention to any matters that warrant concern.
  • Oversee the development of both long term and annual resourcing projections in consultation with the CLT, presenting to, and gaining approval from as required.
  • Act as the focal point for the country’s annual budgeting process; provide support to both the Lead Accountants to deliver good quality, timely budgeting with budget-holders across the organisation.
  • Working closely with the director of Finance and operations, provide leadership over critical financial decision making, including taxation (planning and transactions), financial asset management, treasury management etc.

KRA 2: Financial Analysis, Reporting, Advisory and compliance

  • Ensure that quality financial data analysis is provided on time to support budget-holders in decision making; support management to achieve value for money and manage finance in line with good practice and the organisation policies:
  • Oversee the financial reporting mechanisms, ensuring that all required financial reports are produced as required and in a timely manner. Some of the reports include i) Monthly management reports ii) Monthly corporate reports iii) biannual corporate reports iv) Donor Monthly, Quarterly, bi-annual and annual financial reports etc
  • Assure the quality and timeliness of key year-end financial reports as per the organisation’s Financial Reporting Timetable; likewise for financial reports to donors.
  • Effectively monitor both grant and sponsorship funds to ensure effective utilization of the organisation’s funds; highlighting any concerns to the CLT and any potential over or underspend.
  • Ensure that regular (quarterly and monthly) budget reviews are conducted and ensure the ‘deed of variation’ procedure is efficient and adequately resourced by leading efforts to fully cost recover as well as ensuring that all projects are fully costed.

KRA 3: Partner Monitoring & Capacity Building

  • Oversee and co-lead partner selection processes under new business, financial management processes, practices and procedures, ensuring that partner assessments are completed on time, that partner liquidations are effectively managed in a timely manner and monitored and that Partner capacity building is well managed.
  • Ensure that measures are in place to foster timely parter sub granting. The role further ensures that financial assessment of partners is documented and dated as part of MOU/agreements with partners prior to any advance payments being made in a timely manner including liquidation of related funding while securing copes of all original supporting documents on secure online organizational platforms.
  • Advise the Programme Implementation Team and Partnership Management on the needs of potential new partners for financial capacity-building, enhanced internal controls and appropriate risk management.
  • Ensure that effective systems and procedures are in place and implemented to monitor payments to partners; ensuring partner expenditure is reviewed and tested on a sample basis by the organisation and that payments are in line with partner agreements.
  • Oversee the design, delivery and evaluation of financial capacity-building training to partners; trouble- shooting any instances of poor financial management by partners and adapting strategies to provide additional support.

KRA 4: Accounting & Treasury

  • Provide leadership in the day-to-day management of the accounting and treasury team at CO, ensuring that financial controls are managed and that are entered onto the system in a timely and accurate fashion while putting measures in place to eliminate any offline payments.
  • Manage the accounting system effectively and accurately according to the Finance Manual
  • Ensure cash is safeguarded and is managed to ensure operational needs can be met at the right time
  • Ensure that all financial transactions digitally and manually filed with sufficient supporting documents for audit trail
  • Ensure that the team keeps abreast of changes in financial regulations and that the organisation fully complies with all legal and statutory requirements from a financial perspective

KRA 5: Internal Control & Risk Management

  • Take responsibility as part of CLT towards contributing to a strong financial control environment; lead the development of the Organisation’s financial control system and highlight any areas of concern to the relevant accountable managers:
  • Ensure that key financial risks are comprehensively mapped at all levels of the organisation’s operation and work collaboratively with the Director of Finance nd operations to develop and implement risk mitigating actions.
  • Ensure appropriate financial controls processes, procedures, systems are in place and adhered to; lead the implementation global financial policies and procedures by the organisation.
  • Work cross functionally with the Director of Finance and Operations and the CLT to ensure delegation of authority and segregation of duties matrix is up to date and authorized in accordance with operations manual.
  • Facilitate internal and external audit missions and ensure the final audit report is sent to key stakeholders on time; follow up to ensure that finance-related audit actions are implemented and action taken as required to address weaknesses in financial controls and procedures.
  • Seek to create a culture of compliance and effective risk management through provision of training and coaching; assertively communicate any major and/or systematic procedural non-compliance to the CLT.
  • Lead the filing of all financial compliance reports with the government of Uganda eg with FIA
  • Put in place measures that mitigate the Taxation risk for the organisation by ensuring timely filing of tax returns for national staff and international staff, undertaking tax health checks and ensuring that Leadership I aware of emerging issues with potential financial implications for the organization

KRA 6: Leadership & Staff Management

  • Lead the Finance team in a manner that empowers them to deliver high quality, timely, and support to the wider organisation:
  • Liaise with the department’s internal and external customers to understand their needs for support and information; develop service level agreements if appropriate
  • Regularly review the team staffing levels to ensure that required service levels can be realistically delivered; at the same time ensure that staff are fully occupied and working efficiently
  • Communicate clear performance expectations to the team, providing training, coaching and other support as required; manage any poor performance firmly but fairly, in line with the organisation’s policy
  • Coordinate effectively with others to ensure high performance within the organisation’s matrix operating structure
  • Foster an inclusive environment by implementation of policies that provide for diversity and equal opportunities and utilization of a leadership style that will drive employee engagement with the core finance team of the organisation.

KRA 7: Safeguarding and Gender Equality & Inclusion

  • Ensure that the organisation’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and the organisational’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Qualifications, Skills and Experience:




  • A master’s degree in Finance from a recognized university
  • ACCA/CPA/CIMA fully qualified and certified with evidence of certification
  • Details of experience
  • At least 14 years progressive experience in financial management in large international organizations, specially grants funded organizations managing diverse complex donors such as the EU, USAID, GIZ, GAC, ECHO etc or commercial businesses.
  • At least 10 years of experience at strategic finance Leadership level and managing of big teams
  • Strong experience in business analysis to foster strategic information sharing with the CLT and the extended CLT

Knowledge, skills and competences

  • Solid understanding of the Taxation law in Uganda and its application
  • Ability to use Microsoft packages such as power-point, power BI and other related applications
  • Strong and complex donor Budget Development Management Capabilities Strong interpersonal and team cohesion skills
  • Strong excel working knowledge and capabilities
  • Strong communication skills
  • Ability to work with diverse teams
