About Organisation:
The National Curriculum Development Centre (NCDC) is a corporate body under Ministry of Education and Sports. It is responsible for inter–alia development of curricular and related materials for various levels of education i.e Pre -primary, Primary, Secondary and some Tertiary institutions, organizing capacity building courses for stakeholders on curricular and matters related to curriculum.
Job Summary: Provide overall leadership and direction in planning and managing the Centre’s operations and resources, in compliance with relevant legislations and the Centre’s Vision.
Key Duties and Responsibilities:
Strategic Management and Leadership
- Spearhead the development and/or review of the Vision, Mission, Strategic plans, Budgets, and Procurement plans that shall guide the Centre in achieving objectives and functions as stipulated in the NCDC Act.
- Oversee the implementation of the strategic plan, Centre’s policies, rules and regulations, and improving business processes to ensure optimum performance.
- Steer implementation of annual work plans and corresponding budgets and ensure good governance and fiscal control.
- Establish and maintain collaborations and partnerships with relevant stakeholders.
- Advise and guide the Council on policy matters and keep the Council informed of the business of the Centre by preparing comprehensive quarterly and annual reports to Council.
- Oversee the development/review, and ensure operationalization and adherence to policies, procedures and plans for efficient operation of the Centre and optimum utilization of its resources.
- Create a supportive environment that fosters personal responsibility and commitment to Centre goals and values.
- Oversee the design and implementation of systems to monitor and evaluate Centre activities and initiatives, and provide strategic analysis on the Centre’s overall performance.
Operational Management
- Oversee the design and development of curricula, monitor progress and impact of curriculum.
- Control the utilisation of capital and operational expenditure and ensure that any variances are justified.
- Monitor and evaluate overall staff performance against set targets and objectives; and taking appropriate action.
- Ensure that the resources of the Centre are adequately protected, maintained and that an effective risk management system is maintained.
- Spearhead and engage in the implementation of income generation strategies and mobilization of resources.
- Lead change management initiatives and coordinate capacity development of all staff.
- Coordinate internal and external partner engagements to seek their input and solicit buy in.
- Coordinate and lead periodic budget reviews and forecast updates with operational teams and senior management.
- Serve as the Centre’s primary spokesperson to promote and enhance the image and visibility of the Centre.
- Oversee the hiring and retention of competent and qualified workforce.
- Maintain awareness of industry developments and best practice, risks, opportunities and any changes/adjustment in relevant laws and regulations or their interpretation.
- Undertake such other duties and responsibilities as are appropriate to this level of position.
Training and Staff Management
- Oversee the recruitment and hiring staff under his/her direct supervision.
- Supervise, mentor and ensure quality work and accountability from staff under direct supervision.
- Oversee the setting of performance objectives and development of workplans for staff under direct supervision.
- Oversee and ensure that comprehensive and constructive performance reviews are completed annually; career development plans are in place for all direct reports.

- Timely periodic reports.
- NCDC adequately staffed.

Qualifications, Skills and Experience:
- A Master’s Degree in Education Management, Education in Curriculum Design and Development, Business Administration, Public Administration and Management, Human Resource Management, Master of Science/ Arts or equivalent from a recognized institution.
- An Honors Bachelor’s Degree in Education or a Bachelor’s Degree with a post graduate qualification in Education from a recognized institution.
- A qualification in Curriculum Design and Development.
Work Experience
- A minimum of fifteen (15) years’ work experience in Education related sector.
- At least Eight (8) years’ experience at a level of Head of Department in a reputable institution.
- He/she must have demonstrated experience in curriculum design and development.
- Age Limit: 40-57 Years

- Good working knowledge of MS Office packages.
