Job Title:  Teaching and Learning Officer

With its Belgian and international partners, Enabel provides solutions to address urgent global challenges: Climate Change, Urbanisation, Human Mobility, Peace and Security, Social and Economic Inequalities and Global Citizenship. With 1,800 staff, Enabel manages about 150 projects in twenty countries, in Belgium, Africa and the Middle East.

Job Summary: The Teaching and Learning Officer will;

  • Contribute to the implementation of the We Teach – WeLearn Project by providing input for planning, execution, coordination, and monitoring and evaluation of activities.
  • Provide the necessary technical input in improving the quality of Learning in Secondary Education.
  • Contribute to the implementation of quality continuous professional development for teachers (training, coaching and mentoring) as well as the quality of learning.
  • Contribute to the design of a conducive learning environments, support supervision and inspection and the capacity building for school management.

Key Duties and Responsibilities: The Teaching and Learning main results areas are:

Result Area 1: As collaborator in the project:

Realise the implementation of the project by providing input for planning, execution, coordination, and monitoring and evaluation of activities that fall under one’s area of competence in order to ensure that the results of the project (outputs – outcomes) are achieved within the set execution deadline.

Main tasks:

  • Mobilise and coordinate with key stakeholders within the region to ensure delivery of the WeTeach – WeLearn project outputs
  • Contribute to the preparation and timely and quality execution of the WeTeach- WeLearn annual and quarterly operational plans
  • Develop a work plan for implementing training, including strategy and proposed methodologies, as well as a quality assurance plan
  • Coordinate and implement Capacity strengthening / CPD activities for teachers
  • Improve the quality of practical experience in teaching regarding best practice models used in education
  • Ensure permanent monitoring of activities to support data driven decisions

Result area 2: Technical Collaborator

Provide the necessary technical input in one’s sector/thematic area of expertise to achieve the intervention’s technical performance in accordance with national and international norms and standards.

Main Tasks

  • Oversee the content development and delivery of all the ordinary level School curriculum.
  • Contribute to the design and development of courses aimed at enhancing teachers’ competencies, focusing on equipping them with the skills, knowledge, and strategies needed to deliver high-quality education.

Results Area 3: Contributor to quality assurance and knowledge management

Ensure quality assurance of services and contribute to organising knowledge building and knowledge management in one’s sector or thematic area of expertise to create an inclusive, informed climate of trust within the project.

Main Tasks

  • Keep abreast of developments in the teaching and learning processes in Uganda and related policies in Uganda and the related policies and share with the team
  • Advise the intervention team on the most appropriate approaches to use in the interventions regarding teaching and learning processes
  • Liaise with and establish good relationships with school and districts leadership
  • Ensure that consultants’ and service providers produce high quality reports on their activities spelt out in the Terms of Reference
  • Participate in the execution in the project communication strategy
  • Participate in preparation of project reports and communication material

Results area 4: Support and facilitator to the change processes

Capacity development of partner entities in order to contribute to the improvement of their organisation, processes and systems and of their staff’s competences.

Main Tasks

  • Contribute expertise in the training of project staff and partners regarding the 21st century teaching and learning methodologies
  • Organise, conduct or facilitate capacity strengthening (CPD) activities for teachers
  • Collaborate with experts and officers of other results areas (Gender. SBCC, pedagogy, infrastructure, MEAL, ) to achieve the project and organisational objectives.

Result Area 5: Advocacy and civic engagement

Promote advocacy and civic engagement efforts with the goals of removing barriers hindering active participation of the most vulnerable as well as advocating for equitable policies.

Main tasks

  • Participate in meetings, workshops etc present We Teach / We Learn at school and district level
  • Participate in key district led programming activities to advance Enabel advocacy points and promote equitable policies

Qualifications, Skills and Experience:

  • A master’s degree in education management, Education Sciences or any other related subject area especially in Teaching.

Experience required for the job

  • At least 5 years’ proven experience in program design and implementation of curriculum and materials development in the Education sector.
  • At least 5 years’ proven experience in active teaching and learning methods, mentoring and capacity building of teachers, teacher educators, staff and partners.
  • Experienced in approaches and tools for facilitating multi- stake holders’ processes, participatory approaches
  • Experience with qualitative and quantitative M&E methods.
  • Experience with activities of integration and project work that support the lower secondary school curriculum

Required skills and knowledge:

  • Public speaking and teaching skills.
  • Computer software skills.
  • Ability to communicate effectively.
  • Ability to present material in an easy-to-understand way
  • Familiar with research, monitoring, and evaluation and the application of findings to improve teacher professional capacities and performance.
  • Ability to mentor, motivate and empower the performance of team members and partners.
  • Ability to develop and maintain a positive working relationships through regular contact and visits with the national, regional and local authority structures.
  • In-depth understanding of and professional capacity in teacher professional development.
  • Knowledge of international best practices in teacher professional development and instructional practices.
  • Familiar with the lower secondary curriculum including the approaches to promote STEAM
  • You commit to the vision, mission and values of Enabel

Annual Salary range: 90,000,000 – 96,000,000
