Job Summary: The successful candidate will be responsible for day-to-day technical execution of public sector consulting engagements, ensuring that all deliverables are of high quality, completed on time, and within budget for a wide range of assignments including Public Financial Management (PFM), Programme Management, Monitoring & Evaluation (MGE), Capacity Building, and Institutional Strengthening for government institutions and development partners.
Key Duties and Responsibilities:
- Take ownership of specific workstreams or components of public sector consulting assignments ensuring quality and timely delivery.
- Contribute to fiduciary reviews, service delivery assessments, and Independent Verification Agent (IVA) assignments, providing objective analysis, drafting sections of reports, and presenting findings.
- Actively support the preparation of high-quality Expressions of Interest (EOls), technical proposals, concept papers, and related submissions for donor-funded consulting opportunities. Participate in stakeholder engagement processes, including interfacing with government officials, development partners, donor agencies, and other key stakeholders throughout the consulting cycle.
- Work collaboratively with managers and partners in identifying business opportunities, supporting bid development, and positioning the firm as a trusted advisor in public sector consulting. Conduct in-depth research, data collection, analysis, and policy reviews, translating insights into practical, evidence-based recommendations that inform project outputs.
- Supervise, coach, and mentor junior team members, providing guidance to build technical capability and ensuring deliverables meet professional standards.
Qualifications, Skills and Experience:
- Bachelor’s degree in Finance, Accounting, Economics, Public Administration, Development Studies, or any other related field.
- Professional qualification (e.g., CPA, ACCA), is highly desirable.
- Minimum of 4 to 6 years’ relevant experience in Public Sector Consulting, development partner-funded projects, or advisory roles in related fields.
- Demonstrated experience working with Government Ministries, Departments, and Agencies (MDAs), and/or development partners/donor organizations on assignments related to PFM, governance reforms, programme management, and capacity development.
- Practical exposure to fiduciary reviews, IVAs, M&E frameworks, or service delivery assessments is an advantage.
- Excellent Microsoft Office skills.
- Excellent written and verbal communication skills.
