Job Summary: The aim of this position is to keep up standards on Electrical Safety, Equipment Protection and Service Continuity, as well as on Energy Transition to reduce our environmental footprint (Planetary Health) at regional MSF Mission’s level.
As the primary focal point you will apply your expertise into field projects and provide strategical technical support to coordination and field teams in the countries in the region according to MSF policies, guidelines and procedures in order to support the broader operational objectives of the mission
You will conduct trainings on related MSF protocols and develop a pool of Electricians experts in the region. You will also advise on the career development of the Electricians experts.
Key Duties and Responsibilities:
- playing an advisory and propositional role, while the project owner: MSF operations remain the final decision-maker. Advises and proposals fitting with institutional overall strategy especially oriented in climate and environmental ambition (including carbon footing reduction roadmap).
- Conducting assessments in the countries of his/her region. Proactively developing and proposing overall field visit schedules and suggesting any relevant changes based on operational needs.
- Liaising with the Technical Advisor in HQ, contributing to defining and improving the policies related to her/his area of specialization by providing feedback based on his/her experiences. Providing recommendations for program as well as broader operational objectives, its implementation or improvement, according to MSF policies, guidelines and procedures
- Providing 2nd line technical support to the Logistics Coordinators in her/his geographic area, with support from the Technical Advisor located in the HQ when necessary:
- Assist missions in their Energy strategy and long-term planification, including their annual budget and POA.
- Assist missions in the design and management of his/her area of expertise (Tools, administration, HR recruitment,
- Provide tailor-made trainings in missions.
- Carry out evaluations and validation of local service providers and suppliers.
- Assist missions in the definition and implementation of Country Specific Energy Policies.
Qualifications, Skills and Experience:
- Fluent in French & English
- Essential degree and Specialization on area of Energy (or relevant professional experience)
- 2 years minimum experience in energy project
- 2 years experience at international NGO field projects
- Experience in construction within the humanitarian sector or developing countries
- Dynamic, organized, rigorous, with strong analytical and synthesis skills while respecting existing structures and their evolution.
- Ability to collaborate, strong interpersonal skills, sense of dialogue, and good listening skills.
- Ability to communicate at different levels and maintain a global vision of the project.

- Field MSF experience
- Electrical Design software (ProfiCad, Autocad, Qelectrotech…) knowledge
- Good understanding of sustainable building design (alt. low energy building design, energy efficient building design, or passive construction energy systems) and insulation techniques
- Experience in electric backup (generator, UPS, …)
- Experience in renewable energies energy efficiency & sustainable energy design
- Experience in HVAC
